Regulations on military registration

In our country, there is a “Regulation on military registration”, approved by Decree of the Government of the Russian Federation on November 27, 2006 No. 719. In accordance with the document, the employer, when hiring a new military officer, needs to check:

Organization record card

The card is started during the initial visit to the military commissariat (VK). It is issued for the first time when the company is registered with the VK, but in triplicate. Why so many? One copy will remain with you in the organization, the other will go to the military registration and enlistment office, and you will take the third to the Administration of your district (city), where the person responsible for registering these cards will put reg. number on all three copies.

Every year this card is updated, that is, at the request of VK, you fill it out again and bring it. But there is no need to go to the Administration, because registration number organization remains the same.

Order on the organization of the university

The cumbersome title of the order “On the organization of military registration of citizens, incl. reservation of citizens in the reserve "was invented by the General Staff, like the content itself 🙂 Therefore, we simply rewrite the developed one and insert necessary information. The order is drawn up once and changes only if the person responsible for military registration work (VUR) changes.

“It is advisable for the heads of organizations to coordinate with the military commissar municipality candidates for military registration officers before their appointment, as well as send copies of orders to the military commissar on the appointment of employees who carry out military registration in organizations.
The relocation and dismissal of employees involved in military registration and booking of citizens in organizations is also carried out, as a rule, in agreement with the military commissariat of the municipality ... ".

A separate exempt worker, who will deal only with military registration and nothing else, should be introduced if the organization employs 500 or more persons liable for military service. Here is his candidacy and it is expedient to coordinate it. And we're talking about small companies, where the maintenance of military records is imputed to any employee "in the load", more often a personnel officer. Therefore, military registration and enlistment offices do not require approval (not up to these trifles), moreover, there are no sanctions for non-approval.

Military record keeping work plan

The form and content are also in the Methodological Recommendations (Appendix 17), but there is a very large plan (28 points), providing for everything possible actions, including booking, studying mobilization plans, etc. Since, as a rule, there are no bookings in small organizations, then it can not be included in the plan, leave only the minimum actions (points 1-11, 21, 24, 27).

Please note that the stamp of approval with the VC is provided, it is located in the upper left corner opposite the stamp of approval by the head. To fill it out correctly, find out in advance the correct rank and position of the military commissar. God forbid you write "lieutenant colonel" instead of "colonel"!

Journal of military registration checks

This magazine can be made from an ordinary school notebook. It is drawn up like any other registration log: you need to draw the columns according to the model, number the sheets, flash the log and fasten the threads with a sheet with a certification inscription.

Currently, many organizations ignore the requirement to maintain military records, since the fines for failure to comply with this duty are insignificant. Some fulfill the requirements of military registration only partially, for example, they only collect Required documents and store them without providing any information to the military department. However, in both the first and second cases, one may face the risk of administrative sanctions, since the legislation directly provides for the obligation of the employer to keep military records.

KEEP MILITARY RECORD?

The fact that it is mandatory to keep military records is established in the following regulations:

Art. 8 of Federal Law No. 61-FZ of May 31, 1996 "On Defense" (as amended on July 3, 2016; hereinafter - Federal Law No. 61-FZ);

Art. 9 of the Federal Law of February 26, 1997 No. 31-FZ "On mobilization training and mobilization in Russian Federation"(As amended on February 22, 2017; hereinafter - Federal Law No. 31-FZ);

Art. 4 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service» (hereinafter - Federal Law No. 53-FZ);

Clause 1 of the Regulations on military registration (approved by Decree of the Government of the Russian Federation of November 27, 2006 No. 719, as amended on December 29, 2016; hereinafter - the Regulations);

Responsibility for the lack of military registration

For shortcomings in the maintenance of military records, administrative liability may arise.

So, according to part 3 of Art. 21.4 of the Code of Administrative Offenses of the Russian Federation, the fine for failure to report to the military commissariat by the head or other responsible person about the recruited or dismissed from work citizens liable for military service is from 300 to 1000 rubles.

Companies do not take such a fine seriously, so they prefer not to keep military records at all or keep them partially (for example, only fill out the section on military registration in personal cards).

However, if the organization receives a request from the military registration and enlistment office to submit documents in accordance with the law, military records will have to be kept. If the requirements of the military registration and enlistment office are ignored, other penalties will follow:

Fine from 2000 to 4000 rubles. on officials for disobedience to a lawful order or demand of an official of the body exercising state supervision(control) (Article 19.4 of the Code of Administrative Offenses of the Russian Federation);

Fine from 3000 to 5000 for the company and from 300 to 500 rubles. on officials for failure to provide or untimely provision of information (information) to the state body provided for by law (Article 19.7 of the Code of Administrative Offenses of the Russian Federation);

Fine from 10,000 to 20,000 rubles. per company and from 1000 to 2000 rubles. or disqualification for a period of up to three years for officials for failure to comply within the prescribed period with a legal order of the body exercising state supervision (Article 19.5 of the Code of Administrative Offenses of the Russian Federation).

It should be noted that in paragraph 6 of Art. 1, art. 3, paragraph 6, 7 art. 8 of Federal Law No. 53-FZ, sub. "a" and "b" of clause 32 of the Regulations there is no mention that individual entrepreneurs are required to provide such information about citizens hired. Therefore, the risk of attracting individual entrepreneur liability for the lack of military registration is minimal.

Who is subject to military registration?

According to paragraph 14 of the Regulations, citizens of the Russian Federation are subject to military registration:

Men from 18 to 27 years old who are not in the reserve (conscripts);

Citizens who are in the reserve (those liable for military service), including those who have not completed military service due to exemption from conscription for military service or who have completed alternative civilian service.

Not subject to military registration, in accordance with paragraph 1 of Art. 8, paragraph 4 of Art. 23 of Federal Law No. 53-FZ, the following citizens:

Released from military duty (in connection with their recognition as unfit for military service for health reasons);

Passing military service;

serving a sentence of imprisonment;

Women who do not have a military registration specialty;

Permanently residing outside the Russian Federation.

Consider a situation in which military registration has become an urgent issue for the organization in connection with the appeal of the military registration and enlistment office: it is necessary to draw up documents in such a way as not to cause complaints and, even more so, fines from the military department.

STEP 1. WORKER SUBMITS DOCUMENTS

Persons liable for military service and persons subject to conscription for military service, upon conclusion employment contract submit military registration documents to the employer (Article 65 of the Labor Code of the Russian Federation).

These documents are necessary for the employer to fulfill the obligation to maintain military records. Without them, the personnel department will not be able to fill out section II of the personal card (unified form No. T-2 or No. T-2 GS (MS)), which means it will not comply with the requirements of the law.

According to clauses 27-30 of the Regulations, military registration of citizens is carried out according to personal cards of employees, which are filled out on the basis of military registration documents:

Certificates of a citizen subject to conscription for military service - for conscripts;

Military ID (temporary certificate issued in exchange for a military ID) - for those liable for military service.


In practice, the personnel department makes copies of them and keeps them in the personal files of employees. Moreover, one should not only make copies from the first spread of documents (as some organizations mistakenly do), but also copy all the completed pages. The information necessary for accounting is available in all parts of the military ticket.

Sometimes, upon admission, it turns out that the employee’s military registration documents are not in order:

Lost or damaged military ID;

There is no mark on registration with the military registration and enlistment office at the place of registration;

There is a certificate subject to conscription, while the age of the employee exceeds 27 years;

A conscript with a certificate does not have a deferment from conscription.

IN this case the organization may have problems when maintaining military records and checking the military registration and enlistment office, therefore, perseverance should be shown when requesting military registration documents from employees.

You can, for example, give the employee a notice reminding him of his duties regarding military registration (example 1). The form of such notification is not provided by law.


STEP 2. FILL IN THE PERSONAL CARD OF THE EMPLOYEE

Based on the information from military registration documents, it is necessary to fill out section II of the personal card of each military service employee.

We recommend that you fill out the personal cards of those liable for military service in a timely manner, since the personnel department will be able to issue other organizational documents promptly, and making entries at a time in all personal cards is a lengthy and laborious undertaking.

The main document regulating the organization and maintenance of military records is the Methodological Recommendations. It is they who are guided by the officials of the military registration and enlistment office when inquiring and checking the maintenance of military records.

The procedure for maintaining and storing personal cards of citizens put on military records is given in Appendix No. 7k methodological recommendations. Note that the requirements are different:

For reserve officers;

Soldiers, sailors, sergeants, foremen, warrant officers and midshipmen of the reserve;

Citizens subject to conscription for military service.

The points of the personal card are filled in based on the information contained in the military ID.

The option to fill out section II of the personal card is shown in example 2.


Accounting and storage of personal cards

Often, organizations incorrectly store the personal cards of those liable for military service. The order of storage of these cards is defined in Appendix No. 7 to the Methodological Recommendations.

Personal cards must be stored in a lockable cabinet in the following order (file cabinet):

Section 1 - personal cards for reserve officers;

Section 2 - personal cards for soldiers, sailors, sergeants, foremen, warrant officers and midshipmen of the reserve;

Section 3 - personal cards on military reserve female;

Section 4 - personal cards for conscripts.

As a rule, military registration and enlistment offices are asked to keep a register of personal cards, according to which, when checking, their presence is verified.

There is no special form for the journal, but the military registration and enlistment offices recommend a form, a sample of which is given in example 3.

15. Citizens are not subject to military registration in military commissariats, local governments and organizations:

a) exempted from the performance of military duty in accordance with federal law"On military duty and military service";

b) in military service;

c) serving a sentence of imprisonment;

d) women who do not have a military registration specialty;

e) permanently residing outside the Russian Federation;

f) having military ranks of officers and staying in the reserve of the Service foreign intelligence Russian Federation and Federal Service security of the Russian Federation.

16. Military registration of persons liable for military service is divided into general and special.

Those liable for military service who, in accordance with the established procedure, are reserved for state authorities, local authorities or organizations for periods of mobilization, martial law and in wartime, as well as those serving in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system in the positions of ordinary and commanding staff, are on special military registration.

The rest of those liable for military service are on the general military register.

For conscripts working in federal bodies executive branch (federal government bodies), in which the law provides for military service, who are on a general military record, the military commissariats, in the presence of applications from the indicated federal executive bodies (federal state bodies), draw up plans for sending them to work in positions of civilian personnel in these bodies during periods of mobilization, martial law and in wartime.


II. The procedure for the implementation of primary military registration in local governments

17. Primary military registration by local governments is carried out according to the documents of primary military registration:

a) for conscripts - according to the registration cards of conscripts;

b) for warrant officers, midshipmen, foremen, sergeants, soldiers and sailors of the reserve - according to alphabetical cards and registration cards;

c) for reserve officers - according to primary registration cards.

18. Documents of primary military registration are filled out on the basis of the following documents:

19. Documents of primary military registration must contain the following information about citizens:

a) last name, first name and patronymic;

b) date of birth;

c) place of residence;

d) marital status;

e) education;

f) place of work;

g) fitness for military service for health reasons;

h) basic anthropometric data;

i) the presence of military registration and civilian specialties;

j) the presence of the first sports category or sports title;

k) the presence of a reservation of a person liable for military service for a state authority, local government or organization for periods of mobilization, martial law and in wartime;

l) the presence of a deferment from conscription for military service for a conscript with an indication of the norm federal law"On military duty and military service" (subparagraph, paragraph, article), in accordance with which it was provided, the date of the meeting of the draft commission that granted the deferment from military service, and the protocol number.

20. When carrying out primary military registration, local governments perform duties in accordance with federal law

21. In order to organize and ensure the collection, storage and processing of information contained in the primary military registration documents, local governments and their officials:

a) carry out primary military registration of citizens in the reserve, and citizens subject to conscription for military service, living or staying (for a period of more than 3 months) on their territory;

b) identify, together with the internal affairs bodies, citizens residing or staying (for a period of more than 3 months) on their territory and subject to military registration;

c) keep records of organizations located on their territory, and control the maintenance of military records in them;

d) maintain and store documents of primary military registration in typewritten and electronic forms in the manner and in the forms determined by the Ministry of Defense of the Russian Federation.

22. In order to maintain up to date information contained in the documents of the primary military registration, and ensuring that the information contained in the documents of the military registration is kept up to date, local governments and their officials:

a) verify at least once a year the primary military registration documents with the military registration documents of the relevant military commissariats and organizations, as well as with registration cards or house books;

b) timely make changes to the information contained in the documents of the primary military registration, and within 2 weeks report the changes made to the military commissariats in the form determined by the Ministry of Defense of the Russian Federation;

c) explain to officials of organizations and citizens their duties for military registration, mobilization training and mobilization, established legislation of the Russian Federation and these Regulations, exercise control over their execution, and also inform about liability for failure to fulfill these obligations;

d) submit to the military commissariats information on cases of non-fulfillment by officials of organizations and citizens of their duties for military registration, mobilization training and mobilization.

23. In order to organize and ensure the registration of citizens for military registration, local governments and their officials:

a) check the availability and authenticity of military tickets (temporary certificates issued in exchange for military tickets) or certificates of citizens subject to conscription for military service, as well as the authenticity of entries in them, the presence of mobilization orders (for those liable for military service if there are marks on their delivery in military tickets), marks in military registration documents on the removal of citizens from military registration at their former place of residence, marks in the passports of citizens of the Russian Federation about their attitude to military duty, tokens with personal numbers of the Armed Forces of the Russian Federation (for those liable for military service in the presence of marks on their delivery in military tickets);


b) fill out primary registration cards for reserve officers. Fill in (in 2 copies) alphabetic cards and registration cards for warrant officers, midshipmen, foremen, sergeants, soldiers and reserve sailors. Fill out the registration cards of recruits. The specified documents are filled in in accordance with the entries in military cards (temporary certificates issued in exchange for military cards) and certificates of conscripts. At the same time, information on the marital status, education, place of work, position, place of residence or place of stay of citizens and other necessary information contained in the documents of citizens accepted for military registration are specified;

c) present military tickets (temporary certificates issued in exchange for military tickets), alphabetical and registration cards of warrant officers, midshipmen, foremen, sergeants, soldiers and sailors of the reserve, certificates of citizens subject to conscription for military service, registration cards, as well as passports of citizens of the Russian Federation with missing marks on the attitude of citizens to military duty within 2 weeks to the military commissariats for registration of military registration. Notify conscripts of the need to appear in person at the appropriate military commissariat for military registration. In addition, they inform the military commissariats about corrections, inaccuracies, forgeries and an incomplete number of sheets found in military registration documents and mobilization orders of citizens. If it is impossible to register citizens for military registration on the basis of the documents of military registration submitted by them, local governments notify citizens of the need for a personal appearance at the military commissariats. When receiving military registration documents from citizens, receipts are issued;

d) make notes on the military registration of citizens in registration cards or house books.

24. In order to organize and ensure the removal of citizens from military registration, local governments and their officials:

a) submit documents of military registration and passports to the military commissariats if they do not contain marks on the attitude of citizens to military duty for the appropriate execution of these documents. Notify reserve officers and conscripts of the need to appear in person at the appropriate military commissariat for deregistration. From those liable for military service departing outside the municipality, mobilization orders may be withdrawn by decisions of military commissars, which is indicated in military tickets (temporary certificates issued in exchange for military tickets). If it is necessary to clarify the military registration data of those liable for military service, they are notified of the need for a personal appearance at the military commissariats. When receiving military registration documents and passports from citizens, receipts are issued;

b) make in the documents of the primary military registration, as well as in the registration cards or in the house books, the corresponding marks on the removal from the military registration;

c) draw up and submit to the military commissariats, within 2 weeks, lists of citizens who have left for a new place of residence outside the municipality without deregistration;

d) store documents of the primary military registration of citizens removed from military registration until the next verification with the credentials of the military commissariat, after which they destroy them in the prescribed manner.

25. Local self-government bodies annually, before February 1, submit reports to the relevant military commissariats on the results of the primary military registration in the previous year.

26. Control over the implementation of primary military registration by local self-government bodies is carried out by the military command and control bodies of the Armed Forces of the Russian Federation and the corresponding military commissariats in the manner determined by the Ministry of Defense of the Russian Federation.

The indicators by which the activities of local self-government bodies in the implementation of primary military registration are evaluated, and the criteria for evaluating their activities are determined by the Ministry of Defense of the Russian Federation.


III. The procedure for the implementation of military registration in organizations


28. Documents of military registration, on the basis of which military registration is maintained and the documents specified in paragraph 27 of this Regulation are:

a) certificate of a citizen subject to conscription for military service - for conscripts;

b) a military ID (temporary certificate issued instead of a military ID) - for those liable for military service.

29. When carrying out military registration, organizations perform duties in accordance with federal law"On military duty and military service".


30. In order to ensure the registration of citizens for military registration at the place of work, employees who carry out military registration in organizations:


a) they check the presence of marks in the passports of citizens of the Russian Federation about their attitude to military duty, the presence and authenticity of documents of military registration, as well as the authenticity of records in them, marks on military registration at the place of residence or place of stay, the presence of mobilization orders (for those liable for military service if there are marks on the receipt of a mobilization order in military tickets), tokens with personal numbers of the Armed Forces of the Russian Federation (for military service); given if there is a mark on the receipt of the token in the military ID);


b) fill out personal cards in accordance with the entries in the military registration documents. At the same time, information on the marital status, education, place of work (organizational unit), position, place of residence or place of stay of citizens, other information contained in the documents of citizens accepted for military registration is specified;

c) explain to citizens the procedure for fulfilling their duties for military registration, mobilization training and mobilization, established legislation of the Russian Federation and these Regulations, exercise control over their execution, and also inform citizens about the responsibility for failure to fulfill these obligations;

d) inform military commissariats about unspecified corrections, inaccuracies and forgeries found in military registration documents, an incomplete number of sheets, as well as cases of non-fulfillment by citizens of duties in the field of military registration, mobilization training and mobilization.


31. In order to collect, store and process information contained in the personal cards of citizens subject to military registration, organizations and their officials:

a) determine the citizens who are subject to military registration at the place of work and (or) at the place of residence, and accept necessary measures to putting them on military registration;

b) maintain and store personal cards of citizens put on military records in the manner determined by the Ministry of Defense of the Russian Federation.


32. In order to keep the information contained in personal cards up to date and to ensure that the information contained in the military registration documents of military commissariats is kept up to date, employees who carry out military registration in organizations:


a) send within 2 weeks to the relevant military commissariats and (or) local governments information about citizens subject to military registration and acceptance (entry) or dismissal (expulsion) from work (from educational organizations). If necessary, and for conscripts in without fail, for the purpose of military registration at the place of residence or place of stay or clarification of the necessary information contained in military registration documents, notify citizens of the need for a personal appearance at the relevant military commissariats or local governments;

b) send, within 2 weeks, at the request of the relevant military commissariats and (or) local governments, the necessary information about citizens who are registered with the military, as well as about citizens who are not, but are required to be registered with the military;

c) submit annually, in September, to the relevant military commissariats lists of male citizens aged 15 and 16, and before November 1 - lists of male citizens subject to initial military registration next year;

d) verify at least once a year the information on military registration contained in personal cards with the information contained in the documents of military registration of citizens;

e) verify at least once a year, in the manner determined by the Ministry of Defense of the Russian Federation, the military registration information contained in personal cards with the information contained in the military registration documents of the relevant military commissariats and (or) local governments;


f) enter into personal cards information about changes in marital status, education, structural subdivision of the organization, position, place of residence or place of stay, health status of citizens registered in the military, and report these changes to the military commissariats within 2 weeks;

g) inform citizens about the calls (summons) of the relevant military commissariats or local governments and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and wartime.

33. Control over the maintenance of military records by organizations is carried out by the military command and control bodies of the Armed Forces of the Russian Federation, military commissariats and local governments in the manner determined by the Ministry of Defense of the Russian Federation.

The indicators by which the activities of organizations for the implementation of military registration are evaluated, and the criteria for evaluating the activities of these organizations are determined by the Ministry of Defense of the Russian Federation.


IV. Features of the initial registration of citizens for military registration


34. The initial military registration of male citizens is carried out from January 1 to March 31 in the year they reach the age of 17 by commissions for military registration of citizens created in municipal areas, urban districts and in urban areas of cities federal significance decision of the highest official of the constituent entity of the Russian Federation (head of the highest executive body state authorities of the subject of the Russian Federation) on the proposal of the military commissar of the subject of the Russian Federation.

Initial military registration of female citizens after they have received a military registration specialty, male citizens who for some reason have not been registered for military registration within the time limits specified in this paragraph, as well as persons who have received citizenship of the Russian Federation, is carried out by military commissariats throughout the calendar year.

The initial military registration of citizens permanently residing outside the Russian Federation and who have expressed a desire to perform military service by conscription in military positions to be replaced by soldiers, sailors, sergeants and foremen in the Armed Forces of the Russian Federation, other troops, military formations and bodies, is carried out by military commissariats at the place of residence of these citizens, subject to the conclusion and ratification by the Russian Federation of relevant international treaties.

The commission for placing citizens on military registration makes a decision on putting a citizen on military registration or on military registration and submitting for consideration by the draft commission the issue of enlisting a citizen recognized as partially fit for military service, or on exempting from military duty a citizen recognized as unfit for military service.


V. The procedure and features of the military registration of citizens serving in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system


35. Military registration of persons liable for military service serving in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system is carried out by military commissariats at the place of residence or place of stay of these citizens. In these bodies and institutions, military registration of citizens is carried out in the manner determined by this Regulation in relation to organizations.

Removal from general military registration and enrollment in special military registration of citizens who entered the service in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system for the positions of ordinary and commanding staff and with special ranks, is carried out in military commissariats on motivated petitions said bodies and institutions sent to the military commissariats at the place of residence or place of residence of citizens, with the application of personal lists.

With regard to employees of police units in which the law provides for a service that does not allow the disclosure of information that reveals the affiliation of specific individuals to the personnel, the procedure for providing information and processing military registration documents is determined by the Ministry of Defense of the Russian Federation in agreement with the Ministry of Internal Affairs of the Russian Federation.

For calculating the length of service, conferring the first special rank, assigning a pension upon dismissal of employees of the penitentiary system, military commissariats, on motivated petitions signed by the head of the Federal Penitentiary Service, heads of territorial bodies of the penitentiary system, send to these institutions and bodies personal files of military service employees. Work with personal files in institutions and bodies of the penitentiary system should not exceed 1 month from the date of receipt of personal files. After the expiration of the specified period, personal files are returned to the military commissariats in the prescribed manner.


36. Documents of the military registration of persons liable for military service serving in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system, are stored in military commissariats in places that exclude access to them by unauthorized persons, in a sealed form. Work with these documents is allowed only to persons determined by order of the military commissar.

When citizens are dismissed from service, the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system notify the military commissariats at the place of residence or place of residence of citizens in writing about this, indicating the grounds for dismissal.

37. The heads of the relevant internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system submit annually, before October 1, to the military commissariats at the place of residence of conscripts, documents confirming their service in these bodies, as well as training in educational organizations the indicated bodies.

38. Control over the implementation of military registration of citizens serving in the internal affairs bodies, the State Fire Service, institutions and bodies of the penitentiary system, is assigned to the military command and control bodies of the Armed Forces of the Russian Federation and military commissariats.


VI. Features of military registration of citizens at their place of residence, as well as citizens working in remote areas


39. Military registration of citizens at their place of residence (for a period of more than 3 months) or the place of alternative civilian service is carried out by military commissariats and local governments in the manner determined by the Ministry of Defense of the Russian Federation.


40. Citizens working on sea and river vessels, having a place of residence or place of stay in settlements, to the ports of which these ships are assigned, are registered with the military commissariats at the place of residence or place of stay. Citizens working on sea and river vessels are on the military register at the place of work in the personnel bodies of the relevant shipping companies, departments, bases of fleets and flotillas.

In case of redeployment of sea and river vessels for the period of winter navigation from the ports of registry to other ports, the citizens working on these vessels remain on the military record in the personnel bodies where they were previously on the military record.

41. Citizens leaving to work in Antarctica or on the islands of the Arctic Ocean are not removed from the military register at their place of residence, and a military ID, a certificate of a citizen subject to conscription for military service, is deposited with the personnel bodies of organizations that sent them to work in these areas. Personnel bodies report to the military commissariats about citizens sent to work in these areas.

Upon returning, these citizens receive documents and a certificate indicating the place of work and the length of stay in Antarctica or on the islands of the Arctic Ocean for submission to the military commissariat.

42. Military registration and removal from military registration of citizens working in settlements located in remote areas, by decision of the relevant military commissar, is allowed to be carried out without the appearance of citizens in the bodies that carry out military registration. At the same time, documents of citizens subject to military registration or removal from military registration are delivered to the bodies that carry out military registration by the administration of organizations in which these citizens work.

43. Citizens working at hydrometeorological stations located on the islands and in remote settlements of the Far North and the Far East are registered with the military commissariats at the location of the hydrometeorological service departments and Arctic radio meteorological centers.

44. Citizens working in field geological and topographic and geodetic organizations, in search, exploration, surveying, hydrogeological, geophysical, forest and land management expeditions, parties and detachments, on linear construction and installation and specialized trains, at track and machine stations, in mobile mechanized and specialized columns, in tunnel, bridge building, floating detachments (at divisions), in construction and installation and commissioning organizations, in the departments of mechanization and underwater technical works, as well as in other organizations equated to them and not permanently residing in places of work, are on military registration in the bodies that carry out military registration at the location of these organizations.

45. Registration for military registration of citizens employed in these organizations, or removal from military registration of citizens dismissed from work, may be carried out by the administration of these organizations.


VII. Features of ensuring the functioning of the military registration system by the territorial bodies of the Ministry of Internal Affairs of the Russian Federation


46. ​​The territorial bodies of the Ministry of Internal Affairs of the Russian Federation, when registering or deregistering citizens at their place of residence, identify citizens who are obliged to be, but are not registered with the military, report them to the appropriate military commissariats and (or) local governments that carry out military registration.

For these purposes, officials of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation check the presence in the passports of citizens of marks on their attitude to military duty and send (hand over a referral) citizens who are not registered, but are obliged to be registered with the military, to the appropriate military commissariats or local governments for military registration.

Information about citizens who have not entered the military register is sent within 2 weeks to the relevant military commissariats and (or) local governments.


47. The procedure for organizing joint work of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation and military commissariats on issues of ensuring the functioning of the military registration system is determined jointly by the Ministry of Defense of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation.


VIII. Military registration documents

The list, forms of military registration documents, the procedure for their storage, filling out, issuance and replacement are established by the Ministry of Defense of the Russian Federation.

Forms of military tickets and certificates of citizens subject to conscription for military service, forms of certificates of deferment from conscription for military service during periods of mobilization, martial law and wartime, as well as forms of notices of enrollment in special military registration are made by order of the Ministry of Defense of the Russian Federation, placed in established by law Russian Federation is fine.

The personnel departments and headquarters of the military districts (Baltic Fleet) are provided with the indicated forms by the Ministry of Defense of the Russian Federation.

The list and forms of military registration documents in the Federal Security Service of the Russian Federation and the Foreign Intelligence Service of the Russian Federation are determined by the heads of these federal executive bodies.


49. In the passports of citizens of the Russian Federation, military commissariats and territorial bodies of the Ministry of Internal Affairs of the Russian Federation (only when replacing passports of citizens of the Russian Federation in the prescribed manner) make notes on their attitude to military duty in the manner and according to the models established by the Ministry of Defense of the Russian Federation.


IX. Obligations of citizens in military registration


50. Citizens subject to military registration are obliged:

a) be registered with the military commissariat at the place of residence or place of stay, and in the local government in a settlement or urban district where there are no military commissariats. Citizens who have the military ranks of officers and who are in the reserve of the Foreign Intelligence Service of the Russian Federation and the reserve of the Federal Security Service of the Russian Federation are on military registration with the indicated federal executive bodies;

b) to be in set time and a place on call (summon) to the military commissariat or other body that carries out military registration, at the place of residence or place of stay, having a military ID (temporary certificate issued instead of a military ID) or a certificate of a citizen subject to conscription for military service, as well as a passport of a citizen of the Russian Federation and driver's license if available;

c) appear upon dismissal from military service in the reserve of the Armed Forces of the Russian Federation within 2 weeks from the date of exclusion from the lists of personnel of the military unit to the military commissariat or other body that carries out military registration at the place of residence for military registration;

d) report within 2 weeks to the military commissariat or other body that carries out military registration at the place of residence about changes in information about marital status, education, health status (receipt of disability), place of work or position, place of residence within the municipality;

e) be removed from the military register when moving to a new place of residence or place of stay (for a period of more than 3 months), as well as when leaving the Russian Federation for a period of more than 6 months and enter the military register within 2 weeks upon arrival at a new place of residence, place of stay or return to the Russian Federation;

f) carefully store a military ID (a temporary certificate issued in exchange for a military ID), as well as a certificate of a citizen subject to conscription for military service. In case of loss of these documents, within 2 weeks, contact the military commissariat or other body that carries out military registration at the place of residence to resolve the issue of obtaining documents to replace the lost ones.

51. Citizens subject to conscription for military service and leaving during the period of conscription for a period of more than 3 months from their place of residence are required to personally report this to the military commissariat or other body that carries out military registration at the place of residence.


52. Citizens who have received mobilization orders or summonses from the military commissariat are obliged to comply with the requirements set forth in them.

During the period of mobilization and in wartime, the departure of citizens registered with the military from their place of residence or place of stay is carried out with the permission of the military commissar on written applications of citizens indicating the reason for departure and the new place of residence or place of stay.


53. Citizens subject to conscription for military service, and reserve officers for military registration and removal from military registration are required to personally appear at the military commissariats.

Removal from the military register of citizens subject to conscription for military service is carried out upon their written statements indicating the reason for the removal and the new place of residence or place of stay.


X. Responsibility of citizens and officials for failure to fulfill military registration obligations


54. Citizens and officials guilty of non-fulfillment of military registration duties are liable in accordance with legislation Russian Federation.

55.
