1. 2. 2.2. In paragraph 7 and further in the text of the Instruction, the words "Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate for the constituent entity of the Russian Federation" shall be replaced by the words "Ministries of Internal Affairs for the republics, main departments, departments of the Ministry of Internal Affairs of the Russian Federation for other constituent entities of the Russian Federation".

2.3. 3. In Appendix No. 1 to the Instructions:

3.1. Paragraphs five - nine of the requirements for the state of health of certain categories of citizens shall be stated as follows:

"A - fit for service in the internal affairs bodies;

B - fit for service in the internal affairs bodies with minor restrictions;

B - limited fit for service in the internal affairs bodies;

G - temporarily unfit for service in the internal affairs bodies;

D - not fit for service in the internal affairs bodies.

3.2. In paragraph eighteen of the Explanatory Notes to Article 1 of the Schedule of Diseases, the words "and police colleges" should be deleted.

3.3. In paragraph 20 of the Explanatory Notes to Article 1 of the Schedule of Diseases, the words "Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate for a constituent entity of the Russian Federation" shall be replaced by the words "Ministries of Internal Affairs for the republics, main departments, departments of the Ministry of Internal Affairs of the Russian Federation for other constituent entities of the Russian Federation."

In order to implement the Decree of the Government of the Russian Federation of February 25, 2003 N 123 "On approval of the Regulations on the military medical examination" (Collected Legislation of the Russian Federation, 2003, N 10, art. 902), improving the military medical examination in the system of the Ministry of Internal Affairs of Russia and increase its efficiency - I order:

1. Approve the attached Instruction on the procedure for conducting a military medical examination in the internal affairs bodies of the Russian Federation and the internal troops of the Ministry of Internal Affairs of the Russian Federation.

2. To consider invalid the orders of the Ministry of Internal Affairs of Russia of October 2, 1995 N 370 (registered with the Ministry of Justice of the Russian Federation on November 1, 1995, registration N 969) and of August 16, 2002 N 797 (registered with the Ministry of Justice of the Russian Federation 26 August 2002, registration N 3735).

on the procedure for conducting a military medical examination in the internal affairs bodies of the Russian Federation and the internal troops of the Ministry of Internal Affairs of the Russian Federation

^ I. General provisions

1. These Instructions regulate the procedure for conducting a military medical examination in the internal affairs bodies of the Russian Federation * (1) and the internal troops of the Ministry of Internal Affairs of Russia * (2), the procedure for creating, the rights and obligations of a military medical commission (medical flight commission), as well as the procedure for drawing up, reviewing and approving the conclusions of the military medical commission (medical flight commission).

This Instruction determines the procedure for applying the Regulations on the military medical examination, approved by the Decree of the Government of the Russian Federation of February 25, 2003 N 123 * (3).

Military medical examination is carried out in peacetime and wartime in order to determine the category of fitness of citizens of the Russian Federation for health reasons for service in the internal affairs bodies and military service in the internal troops, definitions causation injuries received by citizens (wounds, injuries, contusions), diseases with their service in the internal affairs bodies, military service, military training * (4), as well as for the provision of medical and social assistance to citizens serving (passed) in the internal affairs bodies , military service (military training) in the internal troops.

2. To conduct a military medical examination in the internal affairs bodies, full-time and non-staff (permanent and temporary) military medical commissions * (5) and medical flight commissions * (6) are created.

3. In accordance with the Regulations on the military medical examination, the VVK is entrusted with:

3.1 Organization and conduct of medical examination * (7):

Citizens of the Russian Federation entering the service in the internal affairs bodies * (8);

Persons of the rank and file and commanding staff of the internal affairs bodies * (9);

Servicemen of the internal troops * (10) who are doing military service under a contract and on conscription;

Citizens of the Russian Federation entering educational institutions of secondary and higher professional education, police colleges, Suvorov military schools of the Ministry of Internal Affairs of Russia * (11);

Citizens of the Russian Federation entering military educational institutions of higher professional education of the Ministry of Internal Affairs of Russia * (12);

Employees and military personnel entering educational institutions, military educational establishments and educational institutions of other federal executive bodies;

Citizens studying in Suvorov military schools, police colleges;

Citizens of the Russian Federation passing (passed) military training in the internal troops;

Citizens of the Russian Federation who served in the internal affairs bodies, military service (military training) in the internal troops;

Family members of employees and military personnel (except for family members of soldiers, sailors, sergeants and foremen who are conscripted for military service).

3.2. Management of the military medical examination and control in the part related to the military medical examination, over the organization, conduct and results of medical and diagnostic work in departmental medical and military medical institutions, connections, military units internal troops * (13), in institutions - state and municipal health care systems, in which medical examination, treatment and examination of military personnel, employees.

3.3. Determination of the causal relationship of injuries, diseases among employees, military personnel, citizens of the Russian Federation, passing (passing) military training in the internal troops, serving in the internal affairs bodies, military service (military training) in the internal troops; as well as injuries (wounds, injuries, contusions) * (14), diseases that led to death specified persons, including those that led to the death of persons insured in accordance with the legislation of the Russian Federation, before the expiration of one year after dismissal from service (military service), after the end of military training.

3.4. Determination of the category of fitness for the state of health of citizens for service in the internal affairs bodies, military service at the time of their dismissal from the internal affairs bodies, from military service from the internal troops.

3.5. Participation in scientific research problems of military medical expertise.

3.6. Organization of advanced training of medical specialists in military medical expertise.

4. When conducting a medical flight examination of the flight personnel of the VLK, they are guided by the Regulations on the medical examination of the flight personnel of the aviation of the Armed Forces, approved by order of the Ministry of Defense of the Russian Federation of October 9, 1999 N 455 (registered in the Ministry of Justice of Russia on November 11, 1999, registration N 1973 ) * (15), this Instruction, the instructions of the Central Military Medical Commission of the Internal Troops of the Ministry of Internal Affairs of Russia and the Central Medical Flight Commission of the Ministry of Defense of the Russian Federation.

^ II. The procedure for the creation, rights and obligations of VVK (VLK)

5. VVK (VLK), under newly discovered circumstances, may revise both its own conclusions and the conclusions of lower VVK (VLK):

Garrison and hospital VVK - higher regular VVK;

VVK of the Ministry of Internal Affairs of the Republic, Central Internal Affairs Directorate of the city of Moscow, Central Internal Affairs Directorate of the city of St. Petersburg and the Leningrad Region, Internal Affairs Directorate (GUVD) of the territory, region, autonomous region, autonomous district * (16), operational-territorial association of internal troops on military medical examination of military personnel - Central military medical commission of the internal troops of the Ministry of Internal Affairs of Russia * (17);

VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entity of the Russian Federation, operational-territorial association of internal troops, Central All-Russian Military Commission of Internal Troops - Central Military Medical Commission of the Ministry of Internal Affairs of Russia * (18);

Conclusions of the hospital VLK, VLK of the Main Command of the Internal Troops * (19) of the Ministry of Internal Affairs of Russia - TsVVK of the Internal Troops;

Conclusions of the TsVVK of internal troops on the flight personnel of the aviation of the Ministry of Internal Affairs of Russia * (20) - military personnel - TsVVK of the Ministry of Internal Affairs of Russia.

6. Regular VVK are:

TsVVK of the Ministry of Internal Affairs of Russia;

TsVVK of internal troops;

VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the subject of the Russian Federation;

VVK operational-territorial associations of internal troops.

7. The chairman of the full-time VVK is the head of the VVK, or a person temporarily acting in his capacity.

8. The VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of a constituent entity of the Russian Federation may be supernumerary if the staffing standards do not provide for a full-time position of the head of the commission.

The head of the medical unit of this subject is appointed as the chairman of the non-staff VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation.

9. Non-standard permanent VVK (VLK) are: hospital VVK, garrison VVK, hospital VLK, VLK GKVV MIA of Russia.

10. Non-staff temporary VVKs are: VVK of educational institutions, VVK of military educational institutions.

11. If necessary, other full-time and non-staff (permanent and temporary) VVK (VLK) can be created in the internal affairs bodies and internal troops with direct subordination on military medical examination to the chairman of the corresponding VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the subject of the Russian Federation.

12. The conclusions of the IHC are issued:

In relation to citizens entering the service in the internal affairs bodies, employees in accordance with the schedule of illnesses and the Table of additional requirements for the state of health of citizens (Appendix No. 1 to this Instruction);

In relation to military personnel in accordance with the schedule of illnesses and the Table of additional requirements for the state of health of citizens (annex to the Regulations on military medical examination).

Suitability for military service, service in the internal affairs bodies is determined by the method of individual assessment. If the chairman or individual members of the commission disagree with the opinion of the other members, their dissenting opinion is recorded in the medical examination report, the medical examination card of the applicant for study, the minutes of the meeting of the VVK.

The conclusions of the VLC on the flight personnel are issued in accordance with the Regulations on the medical examination of the flight personnel of the aviation of the Armed Forces of the Russian Federation and the Regulations on the military medical examination.

Office work in the VVK is carried out in the manner established by the Ministry of Internal Affairs of Russia.

13. Training and improvement in military medical expertise of medical specialists of full-time, non-staff (permanently and temporarily acting) VVK is carried out at the relevant departments of the All-Russian Institute for Advanced Training of Workers of the Ministry of Internal Affairs of Russia.

^ III. State military medical commissions

14. TsVVK of the Ministry of Internal Affairs of Russia, TsVVK of the Internal Troops, VVK of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entity of the Russian Federation and operational-territorial associations of internal troops are healthcare institutions of a special type, have an angular stamp and official seal.

15. Full-time VVKs are located on the basis of departmental medical and military medical institutions or in other allocated premises in their immediate vicinity.

16. Regular VVK interact on issues of military medical expertise with VVK, institutions, organizations, military medical, medical services of other federal executive bodies, medical institutions of the state and municipal health systems * (21), as well as the leadership of the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate subject of the Russian Federation and the command of operational-territorial formations of internal troops.

17. Full-time VVKs in accordance with the state are staffed with specialist doctors: a surgeon, a general practitioner, a neurologist, a psychiatrist, an ophthalmologist, an otorhinolaryngologist and other specialist doctors.

The organizational and staffing structure of full-time VVKs is determined by the Ministry of Internal Affairs of Russia.

In the regular VVK of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, if necessary, appropriate departments of the VVK can be created on the basis of departmental medical institutions deployed on the territory of the republic, territory, region, city.

18. Regular IHCs are responsible for:

18.1 Organization, conduct of military medical examination in the Ministry of Internal Affairs, Central Internal Affairs Directorate, Internal Affairs Directorate of the constituent entity of the Russian Federation, in operational-territorial formations of internal troops and development of proposals for improving this work.

18.2. Management of subordinates of the VVK, control over their work and provision of practical assistance to them.

18.3. Carrying out, together with the chief (leading) medical specialists of medical units and other medical specialists of medical institutions of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation and military medical institutions of the operational-territorial association of internal troops, analysis and evaluation of the results of examination of employees, military personnel and other contingents of citizens, development of proposals on issues of military medical expertise. Participation in scientific research on the problems of military medical (medical flight) expertise.

18.4. Examination of the persons specified in paragraphs 94 and 95 of this Instruction. In the event of an appeal against the conclusion of the IHC, a control examination and re-examination by a decision of the court or a higher IHC.

18.5. Examination of persons undergoing military service (service) and other citizens in the interests of other federal executive bodies of the Russian Federation on the basis of agreements concluded by the Ministry of Internal Affairs of Russia with the relevant authorities.

18.6. Issuance of conclusions on the severity of the injury received by an employee and a military man, a citizen called up for military training in the internal troops, control over the validity of the conclusions issued by the lower IHC.

18.7. Consideration of applications, proposals, complaints and reception of visitors on issues of military medical (medical flight) examination.

18.8. Training of medical specialists in military medical (medical flight) expertise.

18.9. Submission of information to the head of the higher military military command (VLK) and the head of the medical unit of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation, the operational-territorial association of internal troops on the state of the military medical (medical-flight) examination and measures to improve it.

19. Full-time VVK (VLK) have the right:

19.1. Make conclusions in accordance with the Regulations on the military medical examination, the Regulations on the medical examination of the flight personnel of the aviation of the Armed Forces, approved by order of the Ministry of Defense of the Russian Federation of October 9, 1999 N 455 and this Instruction.

19.2. Control, consider, approve (not approve) the conclusions of the subordinate VVK (VLK).

19.3. Revise their own conclusions or the conclusions of the subordinate VVK (VLK) on the category of fitness for service in the internal affairs bodies, military service based on the results of a re-examination, if changes have occurred in the state of health of the person being examined, giving grounds for revising the previously issued conclusion.

19.4. Revise or cancel their own conclusions, the conclusions of the lower VVK (VLK) on the causal relationship of injuries, diseases in citizens who are (served) in the internal affairs bodies, military service, military training in the presence of newly discovered circumstances of injury, illness and their connection with the performance official duties, military service duties.
