In order to optimize and speed up service, the possibility of planning a visit to the Consulate General, reducing the number of refusals to process documents and related repeated applications to the consular office, streamlining consular reception on citizenship issues and avoiding long waits in a live queue, reception is carried out by appointment with preliminary review of documents sent by email.

The applicant has the right to apply to the Consulate General with an application for determination or registration of Russian citizenship without first showing documents. In this case, if there are errors, inconsistencies, or lack of a set of documents, the application will be refused. Pre-registration is required.

In accordance with paragraphs “a” and “b” of part 6 of article 14 Federal Law Russian Federation “On Citizenship of the Russian Federation” 2002 “children living outside the Russian Federation who are foreign citizens or stateless persons are admitted to the citizenship of the Russian Federation upon the application of one of the parents or the only parent who has the citizenship of the Russian Federation.”

Personal appearance of both parents (applicant - Russian citizen, another parent - a foreigner) is required. In this case, the following documents are personally submitted to the Consulate General:

  1. Application (in 2 copies) of a parent - a citizen of the Russian Federation on the admission of a child to Russian citizenship. The application is drawn up in Russian, including all addresses of residence in the United States should be indicated in Russian format (zip code, country, state, city, street, house, apartment). Answers to the questions contained in the application form must be comprehensive. When visiting the Consulate General, the text of the application should also be on electronic media in MS Word format. References to documents indicated in the application must be supported by their originals.

    The handwritten application must be legible.

    Abbreviations, abbreviations, errors, strikethroughs, and corrections are not allowed.

    Applications are signed in the presence of a consular officer, the date of receipt of documents is indicated by the consular officer on the day the set of documents is submitted.

  2. Consent of the other parent - a foreign citizen - to grant Russian citizenship to the child. If consent to obtain Russian citizenship cannot be provided, then the applicant provides the following document: a court decision recognizing the parent as deceased or missing, a court decision depriving the other parent of parental rights, a death certificate or a free-form statement about the applicant’s lack of information about the place finding another parent. The consent is signed in the presence of a consular officer.
  3. Consent of a child aged 14 to 18 years to grant him citizenship of the Russian Federation, drawn up in any form. The consent is signed in the presence of a consular officer.
  4. American birth certificate. An American-style birth certificate must be certified by the Secretary of State in which the birth certificate was issued, and into Russian independently. The American birth certificate is presented in printed form without any separate certification. The text should also be on electronic media in MS Word format. The consul stitches the original birth certificate, certifies the accuracy of the translation and makes a note about the child’s Russian citizenship. In this form, an American birth certificate is valid on the territory of the Russian Federation. On the birth certificate, the child's full name is indicated in strict accordance with how it is written in the American document.
  5. A valid Russian foreign passport of a Russian parent and a valid passport of a foreign parent.
  6. Photos of the child - 2 pcs.
  7. , issued to the Consulate General of Russia in Seattle (Russian Consulate in Seattle) for the following amounts:
  • $65 – for registration of citizenship of the Russian Federation;
  • $25 – certification of the accuracy of the translation of the birth certificate (cost per page of the document).

The period for considering applications for changing the citizenship of children aged 14 to 18 years and making decisions on them is carried out within a period of up to six months from the date of filing the application and submitting all necessary documents, properly formatted.

At the same time, a parent can submit an application for a child’s foreign passport valid for 5 years (see the corresponding section of the website).

People who have encountered the procedure for confirming or accepting Russian citizenship know that this is a very complex and lengthy process, during which it is highly undesirable to make any mistakes. In addition to the collected package of papers, a correctly completed application form plays an important role.

    The procedure for certifying citizenship should not be confused with the procedure for obtaining residence for a child. The certification procedure applies to children born after 06/01/2002.

    First part (header)

    Initially, the applicant should enter the name of the territorial division of the migration service in the upper left corner of the form.

    Part 2: information about the child

    The second part of the form consists of 5 points:

    • Column 1 indicates the last name, first name and patronymic of the minor child for whom citizenship is being issued.
    • In paragraph 2, enter the date and place of birth of the child. The date is selected in the following format: day – month – year. Place of birth: city or town.
    • Line 3 specifies the actual address of residence. It's worth writing in full. First the country is designated, then the region, then the city and street.
    • In column 4 you will need to indicate the number of the certificate confirming the fact of birth, the date and authority of its issue.
    • Point 5 is completed only if the child is adopted. You will need to enter the number of the certificate confirming the fact of adoption and the date of its issue.

    Part 3: information about the child’s other parent (adoptive parent)


    In this part you will also need to fill out 5 points:

    • Enter the initials of the second parent or adoptive parent.
    • Indicate the date and place of birth.
    • Designate citizenship.
    • Enter your actual residential address.
    • The details of the identity document are indicated.

    After this, it is worth clarifying: what other documents, in addition to those indicated in the application, will be submitted to the migration department or diplomatic mission.

    It is also worth paying attention that all submitted papers must be notarized.

    Let us remind you that if a child is simply granted citizenship by birth, then the documents are submitted directly to the migration department at the place of registration. If a child is assigned citizenship due to refusal of another, then citizenship should be issued at the diplomatic mission of the Russian Federation in the country of actual residence or at the migration department in Russia.

    Completing the application ends with indicating the date of submission of the form and the signature of the parent who filled it out.

    The remaining columns are filled in by employees of the migration department or diplomatic mission.

    After the application has been endorsed by the head, the official seal of the territorial department of the migration service is affixed to the form. Then 3 photographs (size 30*40 millimeters) are attached to the application for citizenship. But it is worth remembering that photographs are required only if the child is over 6 years old.

Consent to acquire citizenship of the Russian Federation. Citizenship of the Russian Federation is acquired by birth, as a result of admission to citizenship of the Russian Federation, as a result of restoration of citizenship of the Russian Federation, on other grounds provided for by the Federal Law “On Citizenship of the Russian Federation” or an international treaty of the Russian Federation.

To acquire or terminate citizenship of the Russian Federation by a child aged fourteen to eighteen years, his consent is required.

The decision to acquire or terminate citizenship of the Russian Federation is subject to cancellation if it is established that this decision was made on the basis of forged documents or knowingly false information submitted by the applicant. The fact of using forged documents or reporting knowingly false information is established in court.

The consent of interested parties to the acquisition or termination of citizenship of the Russian Federation in the cases provided for by this Federal Law is given in writing, the authenticity of the signatures specified persons certified by notarial records. The authenticity of signatures of persons living outside the Russian Federation is certified by authorized officials of diplomatic missions or consular offices of the Russian Federation located outside the Russian Federation.

Minor children of persons specified in part three of Article 41.1 of this Federal Law are recognized as citizens of the Russian Federation if they have not previously acquired citizenship of the Russian Federation in the prescribed manner. At the same time, recognition as citizens of the Russian Federation of minor children aged fourteen to eighteen years is carried out with their consent.

A child, one of whose parents has the citizenship of the Russian Federation, is granted citizenship of the Russian Federation in a simplified manner without compliance with conditions - upon the application of this parent and with the consent of the other parent for the child to acquire citizenship of the Russian Federation. Such consent is not required if the child lives on the territory of the Russian Federation;
