In order to strengthen the social protection of disabled citizens, I decree:

1. Establish from July 1, 2008 monthly compensation payments in the amount of 1,200 rubles to non-workers able-bodied persons caring for a group I disabled person (with the exception of group I disabled people since childhood), as well as for the elderly who are in need due to imprisonment medical institution in permanent care or who have reached the age of 80 years (hereinafter referred to as compensation payments).

Compensation payments are established for one non-working able-bodied person for each specified disabled citizen for the period of caring for him.

2. The amount of compensation payments provided for in paragraph 1 of this Decree for citizens living in the regions of the Far North and equivalent areas, in areas with severe climatic conditions, requiring additional material and physiological costs for citizens living there, increases by the corresponding regional coefficient applied in the specified areas (localities) when determining the size of pensions in accordance with federal laws of December 15, 2001 N 166-FZ "On state pension provision in the Russian Federation" Federation" and dated December 28, 2013 N 400-FZ "On insurance pensions".

3. The Government of the Russian Federation shall determine the sources of financing for the compensation payments provided for in paragraph 1 of this Decree and the procedure for their implementation.

Decree of the President of the Russian Federation of June 26, 2001 N 767 “On measures to improve the financial situation of certain categories of citizens” (Collected Legislation of the Russian Federation, 2001, N 27, Art. 2741).

5. This Decree comes into force from the date of its signing.

In order to strengthen the social protection of disabled citizens, from January 1, 2007, monthly compensation payments in the amount of 500 rubles are established for non-working able-bodied persons caring for a disabled person of group I, a disabled child under the age of 18, as well as for the elderly who are in need according to the conclusion of a medical institution in permanent care or who have reached the age of 80 years.

Compensation payments are made towards the pension established for these disabled citizens during the period of caring for them.

The amount of these compensation payments for citizens living in the regions of the Far North and equivalent areas increases by the corresponding regional coefficient used in the specified areas (localities) when determining the size of pensions.

From January 1, 2007, Decree of the President of the Russian Federation dated March 17, 1994 N 551 “On increasing the amount of compensation payments to non-working able-bodied persons caring for disabled citizens” and Decree of the President of the Russian Federation dated June 26, 2001 N 767 “On measures to improve material the provisions of certain categories of citizens" are considered invalid.

The decree comes into force from the date of its signing.

3. The Government of the Russian Federation shall determine the sources of financing for the compensation payments provided for in paragraph 1 of this Decree and the procedure for their implementation.
