We have very few women in leadership positions in politics: only 3% in the cabinet of ministers, 14% in the State Duma, three governors among the entire corps of governors. A huge number of women at the municipal level. But local government is not part of the structure of state power. And we come to the conclusion that women are perceived as some kind of service personnel of the government, and decisions in government are made by men. Of course, given that women are the demographic majority (there are 78.5 million of us, and 67 million of men), we are extremely poorly represented in power.

At the same time, we do not demand a majority in power. We believe: at least 50 to 50 (when I say “we,” I mean women’s organizations advocating equal representation in power for men and women)... I think that there should be a lot of women candidates for the highest post of the country, I expect that it will not only be Ksenia Sobchak. I would like to see a candidate from the social democratic camp, from all ideological camps that exist, including ultra-conservative ones: let it also be a woman.

Sergei Medvedev: Poklonskaya.

I have a very negative attitude towards Poklonskaya’s candidacy, precisely because I visited the Tsarebozhniks in Sredneuralsk, in the monastery that promotes the idea with Nicholas II. I was born in Yekaterinburg, since childhood we were told about the history of our region and the Ipatiev estate. And the wave of extremism, which, I believe, was provoked by Poklonskaya’s statements, simply must be stopped. And it is certainly impossible to allow her to engage in rhetoric as a presidential candidate.

Sergei Medvedev: It seems to me that things were heading towards Sobchak’s nomination: the authorities had been selecting for quite a long time: Matvienko, Volodin introduced a bill on equal rights for men and women...

It is clear that there was some kind of game moment there. There is a conspiracy theorist in all of us. It’s difficult for me to say when exactly the authorities became concerned with the women’s issue. Obviously, someone on someone's tail reported that this is what is happening in the world: here is Western show business on the ears, here are Western politicians thinking about women's rights. And someone told this in the Kremlin.

I have collected a selection of facts that may not be related to each other, but what definitely indicated to me some possibility of the emergence of this topic - on the children's direct line, Vladimir Putin was asked the question of what feminism is. This surprised me very much, because this topic is not so common among children. Children's direct lines are structured according to the principle of adults; usually the president is aware of what questions he is being asked, he endorses the script, and this question should not have taken him by surprise.

It seems to me that the systematic appearance of a woman among candidates for a serious political position, as well as for any leadership position, is always good, if historically these positions were reserved for men. This is the case when the last thing you want to do is take the political aspect of Ksenia Sobchak’s nomination out of the equation. It seems to me that this is not an entirely correct political scientific path, because it is absolutely impossible to evaluate the nomination of a particular candidate in Russia solely on the basis of gender. Rather, Ksenia Sobchak will use some elements of the so-called women's agenda. If her political strategists finally learn and write these pieces into her program, or she herself reads the Western press, she will be able to use it. But most definitely the main thing in her nomination was not the fact that she is a woman. She is a show business person, a performance person.

Sergei Medvedev: Why do you think so? It seems to me that the Kremlin thought that this was such a fresh move and that it would remove the theme of Navalny. It is clear that this is instrumental, that the Kremlin does not think about promoting the feminist agenda.

When they chose another person, not like the others, they looked for a person with a certain set of criteria, perhaps younger, completely different, not political in the literal sense of the word, not from the meadow. Perhaps gender played a role in this case.

Sergei Medvedev: Alena, for you, can Ksenia Sobchak be a conductor of feminist ideas? Here Margaret Thatcher worked, walked through the political stages of her career, clawed out her place in this granite of a male patriarchal society. Sobchak, in my opinion, throughout her previous life and activities affirmed the ideals of sexism. If we take, say, what “Dom-2” was, then this is the reproduction of patriarchal society in all its blooming complexity and blooming simplicity: a blonde in chocolate.

We need to talk not about feminism, but about currents within feminism. It is different: there is right-wing feminism, there is left-wing feminism, and there is body positivity. Ksenia and I have very strong ideological differences. And in general, Ksenia has ideological differences with feminism regarding body positivity. This is her call for everyone to urgently lose weight... And we know the case of the Aeroflot flight attendants.

Sergei Medvedev: She stood up for Aeroflot.

We do not demand a majority in power - at least 50/50

Yes, and we defended Aeroflot flight attendants. I still believe that weight and professionalism are two different things, especially when it comes to women. It is simply unacceptable to use a weight criterion to evaluate professionalism. This is nonsense!

In addition, Ksenia still has a right-wing liberal agenda. I think there is no point in talking about feminism as such, since she defends the values ​​of right-wing liberalism. I don't know what right-wing feminists think. I myself am on the ideological spectrum of the left camp. I am for equality, for bringing women out of poverty. There are 22 million poor people in our country, and 67% are women with children. A minimum wage, a living wage, a basic income - these are the things that a person on the left of the spectrum should talk about.

Sergei Medvedev: What should I call her? Now everyone says: “poet, director.” So, she should be a “candidate”, “president”?

Sergei Medvedev: A lot has changed here. Alena, has there been any progress in public opinion in recent years that affects politics?

Of course have. The Soviet Union was quite feminized in the sense that women were the labor unit. She has equal rights: the right to inherit, the right to divide property during a divorce, the right to represent herself in court, equal pay, political quotas. And then the collapse happened, and a conservative wave surged through us.

In recent years, we have seen all our opponents facing us. Conservatives are lobbying for their agenda: a woman should stay at home, cook borscht, and be a mother. People are happy that a woman, when she goes on maternity leave, does not return to work, because her main function is to be the keeper of the hearth.

Sergei Medvedev: The value of borscht is, as it were, equal to the value of a child.

But it's not just us. This is a famous German proverb - “A woman’s place is in nature.”

In fact, the theme of respect for human dignity and equal rights is a theme of choice that conservatives actually reject. You have a function - to be a mother, and if you do not choose this function, then you are somehow defective. This is disrespect for choice, for human dignity. We do not have female candidates, but my choice still applies, among other things, to the representation of gender, since a woman represents the gender agenda much more adequately.

Now we are also starting to unite from our flank, and this is great. We are all different, we have different views on the economy, on the inclusion of women on the political agenda. But what we are all sure of is equality, equal opportunities, not only enshrined in legislative acts, but also existing in practice. If it says that men and women are equal in the Labor Code, it means that both you, Sergei and Yulia, working in the same positions in journalism, cannot receive a salary with a difference of 30%.

Sergei Medvedev: And who decides whether they hire a woman or a man, and that the woman will receive 30% less? Is this stated in the tariff schedule?

Of course not. This is such a cultural tradition. There is a feeling that a man has more financial obligations, that he has to pay different bills. I think bosses can assume this. A man is, as it were, a little more important in this sense in this conditional tariff scale.

Sergei Medvedev: The personnel officer is sitting. There are two candidates - a man and a woman. A man is offered 130 thousand, and a woman 100 thousand for the same position.

This is not how it works. Men supplement their bonuses with bonuses, salary increases, and bonuses. The starting price can be 30 thousand rubles, and then this bonus component varies dramatically.

Conservatives are lobbying for their agenda: a woman should stay at home, cook borscht, be a mother

Here I am an employer, people work for me. Ten years ago a girl came to get a job. I asked her: “Are you married?” - "No". - “Are you planning to?” - "No". I say: “But are you planning on having children?” She said, "Yes." - “Okay, but then I need time to think.” I’m telling you a typical story now: a woman on the labor market.

I apologized to her then. I read the research and realized that I was absolutely wrong. But many employers do exactly the same. They believe that hiring a woman is a high-risk decision, which will then result in her going on maternity leave, and you will have to keep her place. That is why we must say that feminism calls for equal rights for men too, so that they can take maternity leave, for example.

I have hired different women in my life and, thank God, it never occurred to me to ask such questions. It seemed to me that the woman herself would cope with her departure, arrival and assimilation after maternity leave. The important thing is that this is an absolutely archetypal story. It has to do with your self-confidence. Your salary requirements are related to the confidence of your positioning. And in this sense, I suspect that some self-confidence allows you to demand a slightly higher salary than in a situation if you understand that a less risky candidate may be preferred to you.

I have always worked in the press, and this was not the question for us. It’s impossible to imagine that an editor would prefer a man or a woman - this is completely a thing of the past. But I suspect that in other areas, where the situation is a little more patriarchal and less dependent on qualifications, such reasoning is often found. This is not a made up story. Any employer will tell you about these typical female traits, that for these types of jobs you need to hire a woman because she knows how to speak kindly, and for these types - a man because he knows how to be sharper. This is some kind of madness! I have not met men who were fundamentally less emotional than me.

Sergei Medvedev: Are these completely socially constructed stereotypes? Are they really in business as people perceive them? Even Yandex made a voice assistant - Alice. The potential client's services are also socially constructed. I'm driving, and, for example, I'm pleased to hear a woman's voice in the car navigator.

Ekaterina Chiganova: I can call myself a businesswoman because our clients pay us our salaries. I work with many men as students and I know that there is hardly any gender factor to talk about here, but rather about qualities. Due, perhaps, to emancipation, due to the fact that the world has now accelerated so much and offered so many opportunities, women play many more roles than even ten years ago. If, let’s say, then it was considered something special if a woman knew how to combine family and work, now the basic principle is that this is not an achievement, but a given: you must give birth to children, get married and at the same time work, very often lead. You must organize certain conditions, continue to be competitive in the market, and be able to present yourself as a specialist.

In the modern world, roles are completely mixed. The fact that now anyone can live with anyone, and this is no longer anathema, seems to me to be an indicator. More and more women began to be introduced into the government in various positions as part of political movements. They are not so diverse here, but a “woman politician” in Russia does not sound like something non-existent. We see many examples where women occupy leadership positions and, in my opinion, cope with them completely successfully, at least competitively.

"President" equals "man"

There is Russia, and there is Moscow. The moods and opinions that we see in Moscow are usually the exact opposite of what is happening in the regions: people there live according to their own laws, including financial ones. I would not be surprised if protest groups in Moscow support any female candidate, simply in spite of... If we talk about all of Russia, then I am inclined to believe that no, since there are conservative people who have not yet had time to change their pace and views. In general, “president” is equal to “man”.

Sergei Medvedev: Do you agree with this assessment?

I did not ask for a female candidate in the form in which they gave her to me. This is not a personal feature of Ksenia Sobchak’s candidacy. I don’t need a person in the role of a woman at all, it’s a bit of an artificial construct. We have a certain number of women who play this feminine role in power and, under the auspices of women’s themes, do inhumane things that are dangerous to society. There is a set of State Duma deputies who carry this feminine grain within themselves, and they are delegated the right to be the banner of initiatives that, from my point of view, belong neither to the women’s nor to the general humanistic agenda.

Sergei Medvedev: Elena Mizulina?

Yes. And this is always a story about the fact that “we are women, we are mothers.”

Sergei Medvedev: “I speak as a mother and as a woman.”

I absolutely do not need these women's actions to be carried out with such a flag. We remember that in a situation where we need to talk about domestic violence, a female deputy comes with a flag and pronounces a certain feminine, from the point of view of our government, text about the importance of family values. He utters a whole stream of information about how a woman “should think about marriage, about how she shouldn’t wash dirty linen in public” (this is a verbatim quote from State Duma deputies). I don't need this type of communication.

Here Alena is a left-wing person, and I am right-wing in my views. I historically have a problem with quotas; I communicate poorly with them. To specifically highlight two places and sign them with the letter “F” - this doesn’t work well for me. We wrote a long text after the Google story.

Sergei Medvedev: When the programmer who sent out a letter saying that women are different was fired.

I just didn't like this letter very much. In our editorial office, we wrote a long text about so-called positive discrimination and came to the conclusion that we are not really in favor of it in the sense that we are against these signed chairs, but rather in favor of systemic measures.

American businesses, for example, unlike European ones, do not hire 50% women versus 50% men (or 20% versus 80%). It creates some institutional environment, pays grants, helps women feel comfortable during their studies, and perhaps creates some conditions for people that allow them to realize themselves. And, having achieved some kind of position of equality, they naturally begin to compete with men who, according to these companies, had an easier life.

This is an important story. We are against artificial women and even against this quota in general.

Sergei Medvedev: Here, perhaps, what will happen is what in America is called “tokenism,” that is, this is such a replacement, a dummy: one person is put forward, and the women’s agenda is blocked. Here we had candidate Sobchak - and, in fact, the issue was resolved.

A strong professional is a strong professional, regardless of gender

I would like to object to Yulia. As an entrepreneur, I greatly respect and support women's businesses and oppose quotas. I used to be very active in representing stereotypes, but then I realized that I needed to do something about it, and I started doing it. Quotas are not an artificial pushing of women into some agenda in business or politics; they are compensation to women for the small resources they have to achieve equal rights and equal opportunities with men. Norway has introduced quotas. Quotas have a certain period of time, when a certain level of equality is reached, and the quotas cease to apply.

I believe that a strong professional is a strong professional, regardless of gender. But women are less resourceful here. And even if we look at the lists of parties, women are placed in obviously impassable places. As a candidate for State Duma deputy in 2011, I can say that the list in which I was a non-party candidate gained the percentage that it did, because the women on our list worked the most, and a male deputy made it. I don't think this is correct.

Moreover, in Norway, for example, quotas consist of the fact that you must have 30% women on the list of political parties, but in succession: man, woman, man, woman (or woman, man) - so that two candidates in a row do not were of the same sex. These are the so-called mixed-sex quotas. This is very good because you won't be able to push women to the bottom of the list.

There is a story that if quotas are not introduced, equality will be achieved in 72 years, and if quotas are introduced, then in 10-12 years. I believe that it is better to close this gap, because when we talk about mentoring programs, about supporting the career growth of women in business, this is very good. We support this in every possible way. It’s just that women in 10-12 years will be more qualified to approach these tasks than in 72 years. It’s better to solve the problem faster.

Sergei Medvedev: But in general, do all Russian female politicians, one way or another, play some kind of female roles? There is Nabiullina, for example.

I was most recently editor-in-chief of Forbes Woman magazine. We did covers with various very famous Russian women. We had a finance issue and we wanted to feature a female finance executive on the cover. As a result, Tatyana Golikova, head of the Accounts Chamber, was on the cover. We requested an interview with Elvira Nabiullina, and I remember that it was a problem for her to be in a women's magazine. As a result, she gave an interview to Forbes men at the same time as us.

Sergei Medvedev: Were there women on the covers of men's Forbes?

Were. Once, in my opinion, there was Ksenia Sobchak, when Liza Osetinskaya was the editor-in-chief of Forbes. But, it seems to me, she did not proceed from gender considerations, but simply made an issue about protest and about how people monetized themselves and increased their incomes. And on the cover, quite naturally, there was a star of the protest - Ksenia Sobchak. And, it seems to me, at some point there was Maria Sharapova, that is, these are women who reached some serious business heights, but in their own sector.

We have the only woman who has achieved competitive business heights, was included in the Forbes hundred and exists consistently in it - this is Elena Baturina, Luzhkov’s wife. Everyone else's income is much lower.

Sergei Medvedev: But this is a parody of women's business.

Hard to tell. In our country, even men are a parody.

Sergei Medvedev: But in this case it is a purely administrative resource.

And men can be accused of the same. Yuri Luzhkov believes that his wife is a wildly capable and talented business person. I know for sure that for some women this positioning is difficult.

And it is true. When we created a project to support women entrepreneurs in 2010, in every interview, at every forum, successful women said: “We are women, and not some defective, special people who need to be singled out in a group. Why are you insulting us?” . Many famous women in the tech industry refused to come to us.

I understand this logic, I absolutely welcome the desire to be equal. However, I believe that it is necessary to create role models, and the greatest role is played by isolating these role models into a certain group. Against the background of the lack of such examples... Here is my 12-year-old Masha, she is a fan of Olga Buzova: “I listen to Russian rock”... Where does Masha even get such examples from? It is clear that from the school environment in which she communicates. It’s good if she switches from Olga Buzova to Ksenia Sobchak and dialogues about politics - that will suit me better. And I think that this will play a more significant role in her life, so role models are needed.

This is an eternal debate. I deal with women's magazines in a completely pragmatic way. It’s clear why women’s and men’s magazines arose - this is purely a matter of advertising, because in our big-gender world, advertising is sometimes for men and sometimes it is for women. At the same time, the debate continues forever about whether women should be allocated to this separate space where they sound. There are people who believe that the female voice is lost in the male choir, and in this sense it is good when platforms appear where women have the right to a separate microphone. This is one position.

And there are people who believe that this is a female ghetto, that in this way you multiply sexism. And this dispute will never lead to any victory, because both are right.

Sergei Medvedev: And yet, imagine not even the 2018 elections, but simply free elections without significant administrative resources. And so, let’s say, a female candidate and a male candidate with approximately equal chances - is Russia capable of electing a female presidential candidate?

100%.

I don't see a problem here. Russia always votes with its heart. If a person sounds convincing, doesn’t lie, puts words together well, and seems close to the other person, he can win. This is, of course, an ingrained idea that a woman is not fully human.

Sergei Medvedev: In this situation, what matters is not whether Ksenia Sobchak is a woman or a man. In this situation, unfortunately, what is much more important is which clan a person belongs to. And the fact that Ksenia Sobchak belongs to a fairly influential government clan, to one of the few families that are at the head of Russia, is much more important. This separates her from the rest of the population much more than whether she is a woman or a man. After all, Russian society is divided not only between men and women, but also between the authorities and the rest of the people.

But besides this, Alena Popova was an assistant to State Duma deputy Ilya Ponomarev and, as some media noted, “his close friend.” Popova, without a twinge of conscience, used Ponomarev and his authority for selfish purposes - for example, to promote her numerous, but uninteresting Internet projects and funds. And Popova hastily put together dozens of them. These are, for example, the Planet Fund, the Human Capital Fund, the Civil Corps Fund, the Skolkovo Open Projects Fund... Popova opened these funds for a reason, but for the purpose of personal enrichment through projects to raise funds from patrons and investors . But in order to lure them, the cunning Popova needed Ilya Ponomarev, who was known in various circles. By the way, according to the Ministry of Justice of the Russian Federation and the Federal Tax Service, none of Popova’s funds generate income, but are used to provoke various conflicts with subsequent attempts at extortion. True, none of the targets of Alena Popova and her foundations react to provocations or follow the lead of the eccentric woman. Having undertaken to spy on her lover and his new literary assistant, Popova discovered that Akhmedova had crossed her path by entering into an intimate relationship with Ilya. Enraged, Alena Popova decided to take revenge, and in a Jesuitical way. To begin with, she notified Ponomarev’s official wife that her husband was indulging in pleasures with journalist Marina Akhmedova.
