The procedure for registering disability: all the nuances of the issue. What does it take to apply for disability for a child? What documents are needed for a child's disability?

" Many parents face many problems when registering their child's disability. Most often, these problems arise due to a lack of necessary information and not knowing where to get it. In this article we will look at step-by-step registration of disability for children.

Registration of a child's disability is not an easy process. It usually consists of several stages, the average duration of which is about 3 months.

Stage 1: Get a referral to ITU

A referral for a medical and social examination (MSE) can be obtained at a clinic or psychiatric dispensary where a disabled child is under observation. The referral is form No. 080/у-06, which is issued by a doctor of the appropriate profile. Accordingly, a child with a hearing impairment is referred by an ENT specialist (otolaryngologist), a child with a visual impairment is referred by an ophthalmologist (ophthalmologist), a child with a cardiac disorder, in particular a heart defect, is referred by a cardiologist, and a child with neurological abnormalities is referred by a neurologist.

There is also a misconception among parents that a child with a congenital genetic disorder is referred for MSE by a geneticist. Well, that's not true. In this case, the referral is issued by a psychiatrist, because Children with genetic disorders usually have some degree of mental retardation, which can only be identified by psychiatrists.

After you have received a referral from the doctor where your child was under observation, you need to find out from him which specialists you need to visit, what tests you need to take, when to carry out these actions and when to submit the corresponding results to him.

Stage 2: Obtain expert opinions

During the ITU, children are usually examined by the following number of specialists:

  • ophthalmologist;
  • surgeon;
  • orthopedic surgeon;
  • neurologist;
  • endocrinologist

Remember that a surgeon and an orthopedic surgeon are different qualifications, and parents’ misconceptions that it is enough to pass one of them are not justified. It is necessary to go through both specialists, because... The orthopedist treats the musculoskeletal system (musculoskeletal system).

A necessary condition is passing a UAM (general urine test) and a UAC (general blood test).

If your child, in addition to the main disease, also has concomitant diseases, then opinions of other specialists and additional tests and studies may also be needed.

Having collected all the tests and doctors’ opinions, you need to take them to your local pediatrician. He, in turn, will briefly describe the history of your child’s development from birth to the present, indicating all past diseases, diagnoses and vaccinations.

Do not forget that if your child has a genetic disorder, the doctors’ reports must be taken to a psycho-neurological dispensary (PND).

Stage 3: Deadlines and queues

After you have submitted all the reports to the attending physician or psychiatrist, he takes them to the chief physician for signature. Your documents may take from 1 to 3 weeks for him to sign. Don’t get nervous prematurely if this period seems long to you. Before signing documents, the head physician is obliged to study them, and besides, your child, most likely, will not be the only child whose documents need to be reviewed.

On average, expect that it will take you one to one and a half months to see all the doctors. Sometimes situations arise when the necessary specialists are not available at the clinic. Most often this can happen in district hospitals. Then you will need to take a referral and go to another clinic to see the right specialist.

If it happens that there is no specialist in your clinic, then after taking a referral, do not rush to go to an appointment immediately, first call the reception and find out all the details. During the call, the nurse may state that appointments are strictly by appointment and the queue is scheduled for a month in advance. In this case, “don’t clot your blood,” find out the reception hours and feel free to go to the appointment.

Stage 4: Certificates for IPR

When visiting specialists, immediately ask them to give recommendations on the rehabilitation means your child needs, because This will make it easier to obtain them in the future. For example, an orthopedist can make recommendations for getting special shoes for a child or a walker, an otolaryngologist can recommend the need for hearing aids, etc.

Stage 5: Characteristics from school

If your child is a student, then you must, in addition to all the conclusions, provide your attending physician or psychiatrist with a description from the school. In this situation, problems may arise, especially if your child studies in an inclusive school. The fact is that the school, by law, must maintain the secret of psychiatry and will not simply give you a reference. Therefore, at the initial stage, before visiting all the specialists, ask your attending physician to write an appropriate request, which will allow you to get a characteristic without any problems.

Remember that the characteristics must have at least 2 stamps - round and square.

Stage 6: Registration for the ITU commission

The ITU commission is held by appointment. Therefore, call there in advance, and find out the opening hours and reception hours, come and make an appointment.

If you have registered a disability not for the first time, make an appointment with the ITU commission without waiting for the end of the disability period. You will even be able to sign up at a time when you are just starting to visit all the specialists. By this time, you will have collected all the necessary documents, and the turn for the commission will approach

Stage 7: Documents provided when registering for the ITU commission

When registering for ITU, you need the following package of documents:

  • As mentioned above, completed form No. 080/у-06;
  • Patient's hospital card;
  • School characteristics;
  • If disability is not registered first, then a pink certificate from the previous ITU;
  • For children over 14 years of age - a passport, younger - a birth certificate and a certificate of permanent or temporary registration;
  • Passport of the accompanying parent or guardian;
  • An application that a parent or guardian will fill out directly to the ITU to assign a disability to a child.

Force Majeure

Of course, there are times when, for some reason, you cannot appear at the ITU commission. Then you need to warn them about this in advance.

Also, in some cases, MSE can be carried out at home. For example, your child doesn’t walk, what should you do? To do this, obtain the appropriate conclusion from your attending physician, and the commission will visit your home.

Registration of disability for a child - necessary documents

Registration of disability for a child is not a quick procedure and has a number of features, including bureaucratic ones. Let us consider in detail what parents need to know before their child.

ITU Conclusion.

This is the first document in the list: “What documents are needed to register a child’s disability.”

A referral for a medical and social examination () is issued by a specialized specialist under whose supervision the child is. This could be a doctor at a children's clinic (ophthalmologist, ENT specialist, cardiologist, neurologist, surgeon, endocrinologist, orthopedist) or a psychoneurological dispensary (if the disease is mental). If the disease is genetic, then a referral should also be obtained from a psychiatrist. This is explained by the fact that children with a genetic malfunction, for the most part, have mental retardation to varying degrees, which makes their capabilities limited.

In addition to the specialist doctor, you will need to see other specialists as prescribed by him, as well as pass basic tests: general blood and urine tests. Depending on the general picture of the disease and the presence of concomitant diseases, additional tests and diagnostic procedures may be prescribed: ECG, genetic blood test, audiogram, etc. Based on the collected tests, the doctor prepares a staged epicrisis. It briefly describes the development of the child from birth, all vaccinations and past diseases. At this stage, the preparation of documents may take up to 3 months. It will take 1-2 months to go through all the specialists and up to 3 weeks the documents can be signed by the chief physician.

Advice! When preparing your report, ask your doctor to include recommendations for treatment and rehabilitation. This can further help parents receive certain benefits and.

Characteristics of the educational institution.

If a child attends a kindergarten or school, you will have to obtain a reference. There are also some nuances here. For example, psycho-correctional schools do not have the right to disclose medical secrets, so references to parents can only be issued in accordance with the appropriate request. You can get a request from your doctor; it is better to do this immediately when preparing the report.

Document submitted to ITU.

  • At the stage of passing all the doctors, you can already sign up for a medical and social examination. What documents for a child’s disability are provided to the commission:
  • conclusion on form 080/u-06, received in medical. institution;
  • child's medical history (outpatient card);
  • characteristics from an educational institution;
  • birth certificate or passport, if available (it is necessary to provide registration information);
  • The disabled child category is assigned only upon the application of legal representatives, so it must also be attached.
  • If disability is not registered for the first time, then a certificate with the results of the previous examination is needed.

Benefits for disabled children.

Based on the conclusion of the ITU, benefits and allowances are issued that are due to disabled children. Documents for benefits for a disabled child or some kind of benefit are submitted to those bodies and institutions that are authorized to provide them. So, families raising a child with a disability can receive benefits for:

  • housing, telephone and cable television, Internet service providers;
  • travel;
  • discounts on essential goods;
  • pension and employment benefits;
  • education and health resort treatment;
  • assignment of social pension and child care benefits.

The status of a disabled child is assigned only if there is an ITU conclusion. Without this, parents will not be able to claim any benefits.

Establishing the degree of disability is a rather complex procedure, especially when it concerns children. You will learn about what regulations exist that regulate the procedure for obtaining disability for a child, what documents are needed, as well as the procedure for obtaining disability and the amount of a disability pension in the article below.

In modern life, unfortunately, childhood disability is considered a common occurrence, and diseases leading to loss of full life activity can be either congenital or acquired. Undoubtedly, the Federal Government of the Russian Federation, regional and city authorities provide considerable social support to families where disabled children live, however, initially parents have to go through a not very pleasant process, including collecting the necessary package of documents and passing the MSE (medical and social examination). Regulatory acts regulating the procedure for obtaining disability for a child in the Russian Federation:

  1. Order of the Ministry of Labor of Russia dated December 17, 2015 N 1024n “On classifications and criteria used in the implementation of medical and social examination of citizens by federal state institutions of medical and social examination.”
  2. Rules for recognizing a person as disabled, which were approved by the Decree of the Government of the Russian Federation of February 20, 2006.
  3. Order of the Ministry of Health and Social Development of Russia No. 57n, establishing the procedure for paying compensation for the independent acquisition of technical means of rehabilitation by a disabled person, as well as the services provided, in particular, the procedure for informing citizens and determining the amount of compensation payment.
  4. Federal Law No. 351-FZ “On Amendments to the Federal Law “On Veterans” and Articles 11 and 11.1 of the Federal Law “On Social Protection of Disabled Persons in the Russian Federation”.

Documents for obtaining disability for a child

The procedure established by the legislation of the Russian Federation for obtaining disability for a child includes the following package of documents:

  1. Original and copy of the child’s birth certificate (if the child reaches 14 years of age, an original and a copy of the passport are provided).
  2. Application from one of the parents (or guardian) to undergo the ITU, copies and originals of identity documents.
  3. Referral from a social service or medical institution (hospital or clinic). A referral for a medical and social examination is issued by the medical institution where the child is directly observed.
  4. Originals and copies of documents that confirm violations of body functions (results of studies and examinations, discharge from the hospital, expert opinions, medical history, etc.).
  5. Characteristics provided by the educational institution where the child is studying. The reference is issued based on a request from the attending physician, certified personally by the director of the institution, as well as with a round and square seal.

In addition to the above list of documents, in order to obtain disability, a child may also need certificates for an individual rehabilitation program (treatment and means), which it is better to prudently ask in advance from the doctor issuing the conclusion. Note that these certificates, as a rule, play a significant role in the further receipt of benefits and any additional procedures. Next, after preparing a package of documents, it is necessary to undergo an examination by such specialists as a neurologist, endocrinologist, surgeon, ophthalmologist, otolaryngologist, orthopedic surgeon, obtaining an opinion from them and providing it to the attending physician. In addition to visiting medical specialists, the child will have to additionally undergo tests, the results of which confirm the presence of underlying and concomitant diseases of body functions (ECG, tomography, genetic blood test, etc.).

It is worth noting that going through all the specialists and receiving test results may take 1-2 months. This must be taken into account before signing up for ITU.

The procedure for passing the ITU commission to obtain a disability for a child

Pre-registration for a medical and social examination is carried out in person at the ITU office located at the child’s place of residence. If you are applying for a child disability again, you can register for a medical and social examination without waiting for the expiration of the previously established disability.

Please note that it is allowed to undergo a second re-examination 2 months before the expiration of the previous period for determining disability.

In cases where it is necessary to reschedule a previously scheduled date for the ITU examination, the child’s representative must contact the bureau in advance. In cases where it is impossible to submit a child for examination directly to the bureau due to his health status, the medical examination must be carried out in a hospital or at home with a special note in the corresponding report. Also, with the consent of the child’s legal representative, a medical and social examination can be carried out in absentia.

Important! The procedure for obtaining disability for a child allows for the involvement of any specialist with the right of an advisory vote, at the expense of the legal representative of the person being examined.

Amount of disability pension per child

A monthly disability pension for a child also includes compensation payments received throughout the assigned period. Moreover, the amount of such payments is established based on the size of the disabled child’s pension and depends on the region of residence.

It is important to note that the total amount of the pension and compensation payment must not be lower than the amount established by the city minimum.

In order to strengthen the social protection of citizens who raise disabled children, on February 26, 2013, the President of Russia signed Decree No. 175 “On monthly payments to persons caring for disabled children and disabled children of group I”, providing for the establishment of appropriate compensation payments with January 1, 2013. The amount of payments is differentiated based on family relationships and is:

  • 5,500 rubles - to parents (adoptive parents) or guardians (trustees) of a disabled child from childhood of the 1st group or up to 18 years of age;
  • 1,200 rubles - to other persons involved in raising a disabled child.

The assignment of the above payments is carried out without additional submission of an application, on the basis of the documents available in the case for the disabled child. In cases where there are no documents confirming the relationship or the status of a guardian, the territorial bodies of the Russian Pension Fund are obliged to supplement the pension files with the necessary documents. The amount of social payments is: Disabled children, disabled children of the 1st group - 12,082 rubles. Disabled people from childhood, group 2 - 10,068 rubles.

To process compensation payments to persons caring for a disabled child under 18 years of age, as well as a disabled person from childhood to 23 years of age, the social protection authority must provide:

  • birth certificate of a disabled child;
  • extract from the certificate of passing the ITU;
  • work record book of the parent (guardian) caring for a disabled child;
  • a document confirming the child’s registration at the place of residence;
  • a certificate from the civil registry office confirming the grounds for entering information about the child’s father (for single mothers) or the child’s mother (for single fathers) into the birth certificate.
Compensation payments to citizens who care for a disabled child are assigned from the date of passing the medical and social examination. Their payment is carried out in full until the end of the period of disability (but no later than the age of 23).

Disability refers to physical or mental defects in the human body. When a child is born with any disabilities, he is assigned a certain disability group. The group is also determined if the minor received any injuries after birth.

Parents of disabled children should register a group in specialized institutions. Having a child of this status means receiving various benefits and benefits from the state.

This article will discuss aspects of obtaining disabled status for a minor, what documents are needed for this and where they should be submitted.

For what diseases do children receive a degree of disability?

Many parents raising disabled children wonder what illnesses they can receive benefits and benefits from the state for. All aspects relating to the disabled population due to poor health are regulated by Russian legislation - Federal Law No. 181 (you can download the current text of the law at ).

To receive benefits and allowances for a disabled minor citizen, his illness must be confirmed. The diagnosis should be confirmed periodically. Disability is issued for children for a period of one, two, 16 years or until they reach 18 years of age.

According to legal norms, the list of diseases that qualify for disability in children is as follows:

  • mental disorders;
  • sensory organs do not function sufficiently;
  • physical pathologies;
  • speech is impaired;
  • the activity of the arms and legs is not observed or has significant deviations from the norm;
  • internal organs do not perform their functions, which negatively affects health;
  • skin diseases are observed.

Depending on the diagnosis made by medical specialists, the child is assigned a certain disability group - first, second and third.

In the first group of disabilities, citizens are not able to take care of themselves, so they need help from third parties. Group 1 is awarded to a minor in the following situations:

  • the child is blind - completely or partially;
  • hearing functions only 20%;
  • a disease of the central nervous system was detected;
  • no legs or arms.

The second group of disabilities has less significant health impairments than the first, and therefore a person is able to take care of himself. Diseases related to the 2nd disability group:

  • cirrhosis of the liver;
  • impaired vision;
  • arms or legs are paralyzed.

Disability group No. 3 is awarded to a child if he:

  • has minor speech impairments;
  • has minor mental disorders;
  • suffers from tuberculosis.

Important! People with the third group are able to work and at the same time receive financial assistance and benefits from the state.

How to register a disability for a child?

To register a disability group for a child, parents should take certain actions. The algorithm for obtaining a group lasts about 3 months and looks like this:

  • visit the therapist with whom they are registered. The family doctor examines the baby and records in writing all health complaints and abnormalities. The medical expert issues referrals for special tests and necessary referrals to specialized doctors. After carrying out all the procedures established by law, the family doctor writes out a referral for medical examination (the stamp of the clinic and signatures of three doctors must be present on this referral);
  • visit the ITU office. It is advisable to pre-register by phone. This institution houses the Disability Commission. It is necessary to bring the child to them for examination; if this is not possible, then the examination will be carried out by specialists at home. It does not matter where the disabled minor is examined - in an institution or at home, all medical services are provided free of charge;
  • conducting a medical examination. By law, the examination is carried out by three specialists. After completing the examination of the child’s pathologies, a special protocol is drawn up, which indicates all the detected defects. If all members of the commission agree that the child has a certain disability group, then he is issued a certificate;
  • sending an appeal to the Pension Fund and social protection institution. In the first instance, a pension is assigned to a disabled child due to his inability to work, and in the second, there is an opportunity to purchase special equipment that will make the child’s life easier and will also be aimed at his rehabilitation.

Parents need to carry out the above step-by-step actions to obtain disabled status for their child. The same procedure is carried out to extend an existing status.

When autism is diagnosed

The presence of autism in a child is determined by a psychiatrist. This disease represents abnormalities in the functioning of the brain of a minor. According to Russian law, if a child is diagnosed with autism, he is awarded disability.

Stages of awarding disability to an autistic child:

1st stage: conducting a medical examination by a psychiatrist. When a diagnosis of autism is made, the minor is registered with a psychiatric clinic.

2nd stage: passing medical examinations by doctors - a neurologist, surgeon, speech therapist and ophthalmologist.

3rd stage: passing UAC and OAM tests.

4th stage: receipt of the PMPK act. Examination by a psychiatrist located at the child’s place of residence. You need to come to him for an examination and the already existing conclusions of other specialists.

5th stage: visit ITU.

6th stage: pass a special commission.

7th stage: receiving a certificate indicating that the minor has a certain disability group.

Important! Papers for awarding disability to a child are submitted to the ITU institution 6 months after registration with the PND.

When contacting ITU, parents need to collect a certain package of documents, namely:

  • statement;
  • medical card of the minor;
  • mom and dad's passports;
  • birth certificate of the baby;
  • SNILS.

When a minor is studying in a kindergarten or school, it is required to provide a description obtained from this educational institution.

If your child has poor vision

The absence or presence of poor vision presupposes the award of a certain disability group. If vision is completely lost and cannot be restored, then such disability does not need to be confirmed periodically. Also, if blindness increases to 0.03 and the field of vision is reduced to 10 degrees, then periodic medical examinations are not necessary.

Group 1 visual disability in children is awarded if:

  • the person is completely blind;
  • visual acuity up to 0.04;
  • The maximum field of vision is no more than 1 degree.

Children are assigned disability group 2 due to poor vision if:

  • its sharpness ranges from 0.05-0.1;
  • the field is no more than 20 degrees.

A child with poor vision may qualify for the third disability group if his vision meets the following indicators:

  • field no more than 40 degrees;
  • sharpness from 0.1-0.3.

The disability group due to poor vision is awarded to children based on the opinion of an ophthalmologist. After the examination, the doctor issues his conclusion and a referral for examination to an ITU institution. The following is a typical procedure.

When asthma is diagnosed

A minor suffering from a respiratory disease - asthma, has the right to apply for the status of a disabled person with a certain group. Initially, parents should bring the baby for examination to a pulmonologist. After the examination, the doctor issues a referral to the ITU. This institution may refuse to issue a document if the attacks are not frequent and can be stopped with the help of special sprays.

It is possible for an asthmatic to receive category 1 disability if:

  • treatment is impossible, medications do not work;
  • breathing is intermittent at rest;
  • complications of internal organs caused by asthma are observed;
  • An asthmatic needs constant care.

You can issue 2nd and 3rd degree disability for a child with bronchial asthma if the symptoms are not as strong as those listed above.

Obtaining disability due to the presence of asthma begins with the diagnosis in a medical institution located at the place of residence. Along with the examination of specialists, tests are required - for sugar, OAM, general sputum analysis, spirography, ECG of the heart and X-ray examination of the lungs and pulmonary tract.

After undergoing tests and specialists at a local clinic, you need to contact the ITU office. To consider a request to award a category of disability to a child due to asthma, the following acts are provided:

  • Mom and Dad's ID;
  • certificate of birth of a minor citizen suffering from asthma;
  • an application drawn up in accordance with established rules;
  • honey. asthmatic card.

A disability of a certain group will be awarded to a child if asthma attacks are frequent, if parents often call an ambulance. When writing an application, it is important to indicate this information and, as evidence, you need to provide extracts drawn up when calling an ambulance.

Important! Making a diagnosis of asthma at an early age is very important, since with proper treatment it is possible to practically get rid of this disease, and, accordingly, the child will not be assigned a disability group.

List of documents

After passing a special examination at the clinic at the place of registration, a referral is issued for an examination at the ITU. This institution is required to collect a package of certain acts.

Documentation:

  • referral from family doctor. It must be filled out according to the rules in form No. 080/у-06;
  • patient card;
  • characteristics of the minor if he is studying in kindergarten or school;
  • personal document of a disabled person - birth certificate, and if he is over 14 years old, then present a passport;
  • Mom and dad's ID card;
  • statement from guardians or parents.

The application is drawn up by one of the parents or the child’s official representative. It is not allowed to put down, correct or contain blots. If the application is not completed correctly, its consideration and acceptance will be refused. To make a correct application, you should familiarize yourself with an example application. You can download a petition for awarding disability to a child at

Important! It is impossible to register a disability for a child if the documents provided contain false information.

When ITU staff have accepted the papers for consideration, they set a date for a medical examination of the child.

When can they refuse?

Not all requests submitted for registration of disability for a child are satisfied by ITU employees. They can refuse to register a disability only if there are good reasons. Grounds for refusal may be:

  • documents were submitted inappropriately;
  • the submitted acts contain false information;
  • the child’s illness is curable;
  • the illness of a minor is not included in the list for obtaining the status of a disabled person;

How long is disability granted?

According to the law, the first disability group awarded to children is valid for 2 years. And the second and third are 1 year. When the established period of time expires, mothers and fathers need to re-apply to the ITU institution, where the disabled status of a minor citizen will be confirmed.

However, the period of disability can be extended for 16 years or until the child reaches 18 years of age. The prescribed period may vary depending on the type of disease, as well as the treatment methods and the success of the drugs used.

There is a certain list of diseases that allows you to have the status of a disabled person indefinitely. This list includes complete blindness, complete deafness, absence of arms or legs, the presence of tumors, etc.

Entitled benefits and payments

In the case where the ITU claims that a child is disabled and is assigned a certain group, the law states that he is entitled to certain benefits and allowances. All preferences provided to disabled people are provided at the expense of public funds.

What payments are due from the state depend on the region of residence and the group of disability. According to the law, at the moment, the disability pension is 11903.53 rubles, monthly payments are 1478.09 rubles, in case of refusal of the NSS, 2527.06 rubles will be paid.

5,500 rubles are paid to the parent of a disabled child if he is unemployed and caring for a disabled minor. If the parent (guardian) is employed, he is entitled to a tax deduction in the amount of 12,000 rubles.
