But today the 50-70 thousand that they were given is still a little more than a thousand dollars, and even if we assume that the military does not travel abroad and spends everything in rubles, then inflation over these years has already been 80% percent. From the experience I have with the military, I can say that they think quite straightforwardly and still think that their salaries have increased significantly, although this is only a nominal increase.

The only positive thing about being a military man is a free apartment. But from communicating with officers at the department, every student knew that these apartments had not been given for decades, and to whom they were given - for decent kickbacks and in some hole. Apartments in Moscow, in principle, were not given to anyone with the rank of lieutenant colonel or lower, and 90% of officers never rise above this rank at the time of transfer to the reserve. Therefore, I didn’t really believe in getting an apartment from the state. Well, they will send you to some urban settlement in the Murmansk region and, at best, in 20 years they will give you a one-room apartment there, which is worth a million, and you will be there and drink yourself to death on a military pension of 25 thousand rubles. My arms and legs are in place, I will earn the equivalent of this million in civilian life in 2 years without eating slop and getting up every day before dawn.”

Let's move on to the most interesting part - how much they pay in the army under a contract. It is clear that wages are different for soldiers and officers. There are also quite a few bonuses and coefficients on which the contract worker’s salary will depend.

The monetary allowance of military personnel in 2015 is determined by the Federal Law of November 7, 2011 No. 306-FZ “On the monetary allowance of military personnel and the provision of individual payments to them.” It consists of monthly salary and additional cash payments. The salary depends on the military rank and position held.

  • monthly bonus for length of service - from 10% to 40% of the salary;
  • monthly bonus for excellent qualifications- from 5% to 30% of the salary for a military position;
  • monthly bonus for secrecy - up to 65% of the salary for a military position;
  • monthly bonus for special conditions of military service
  • monthly bonus for performing tasks directly related to the risk to life and health in peacetime, as well as for participation in exercises, ship voyages, practicing combat and combat training tasks in field conditions outside the permanent deployment points of a military unit - up to 100% of the salary for a military position;
  • monthly bonus for special achievements in service- up to 100% of salary for a military position;
  • bonus for conscientious and effective performance of official duties- up to three salaries per year;
  • annual material aid- at least one salary;
  • monthly bonus for qualifying level of physical fitness military personnel;
  • monthly bonus for knowledge of foreign languages;
  • lifting when moving to a new duty station- in the amount of one salary per serviceman and 25% - for each family member;
  • payment of compensation for rental housing according to the standards established by the legislation of the Russian Federation (for Moscow and the Moscow region - 15,000 rubles);
  • lump sum allowance upon discharge from military service: with a total length of service of less than 20 years - 2 salaries, more - 7 salaries.

Social package and “free” apartment upon retirement

In addition to bonuses, the military has other benefits to its salary.

Getting housing for military personnel regulated by Federal Law No. 117-FZ of 2004 “On the savings and mortgage system of housing for military personnel.” You will find all the details in the text of the law. In short, you can get an apartment in two ways.

  • After 20 years of service or upon dismissal after 10 years of service due to age or health conditions, you can use the accumulated funds in the savings-mortgage system. This is enough for an apartment in any city except Moscow (money is not issued in kind, but through the issuance of state housing certificates).
  • Through the military mortgage system. In 2015, the savings contribution is 245,880 rubles per year and is indexed annually.

In the first case, you save virtual money and then buy an apartment. In the second case, you take out a mortgage on the apartment, and the state pays it off - in a certain amount (about 20 thousand rubles per month today).

Important: when receiving a mortgage loan, all associated costs - real estate valuation, life and health insurance of the borrower, insurance of the collateral - are borne by the NIS participant.

In addition to the apartment, there are other types of helpmilitary personnel :

  • higher or secondary vocational education;
  • free treatment in hospitals and clinics of the Ministry of Defense for servicemen and members of their family;
  • nutrition;
  • outfit;
  • free travel to a new place of duty, on a business trip, to a place of vacation and back once a year (for military personnel serving under a contract in the Far North and equivalent areas). One family member and a container (20 tons) with personal belongings also travel free of charge;
  • preferential pension from the age of 45, subject to 20 years of service;
  • payment of compensation to relatives for death while on duty - 3 million rubles. For disability - 2 million.

It is interesting that the military pension is calculated based on salaries by position, rank and bonus for length of service. That is, it is calculated only from half of the real salary.

At the same time, the forecast for inflation growth this year will significantly outpace the indexation rate, so the salary increase will be nominal, while the real level of income will not reach the level of previous years. We should expect a positive change in this situation not in May or October 2019, but from the moment when the Russian economy begins to recover. To calculate bonuses and total length of service, the Rules approved by Decree of the Government of the Russian Federation of December 21, 2014 No. 1074 are applied. According to them, the total period includes the following periods:

  • Service in the Armed Forces of the Russian Federation and the USSR, as well as in formations organized during combat operations.
  • Employment of Russian citizens in the armed forces of the CIS countries.
  • The presence of military personnel in units and other subdivisions of the former USSR republics that were not part of the CIS before 1995.
  • Serving in formations of various countries with which there is an international agreement.
  • Temporary suspension of service in the Army for the period of election as a deputy to the State Duma and other representative or legislative bodies of power.
  • Unknown absence, being held captive, being in custody, unjustified dismissal until the circumstances are clarified.
  • Serving in the criminal correctional system, the Federal Drug Control Service, the prosecutor's office, the tax police, customs, the Investigative Committee of the Russian Federation, the National Guard troops, the Ministry of Internal Affairs, the State Fire Service of the Ministry of Emergency Situations of the Russian Federation, the FSB.

For employees of the Airborne Forces, educational organizations for training military personnel, the Navy, PSS, and aviation, 1 month of service is counted as 1.5. The calculator also equates 12 months to two years of work for military pilots, parachute and catapult testers. The full list of positions with preferential calculation of length of service is indicated in Government Decree No. 1074.

The above rules apply to calculate the length of service of working pensioners, as well as upon retirement. In addition, according to the procedure for calculating length of service, upon termination of a contract and its subsequent conclusion, it is not subject to recalculation.

The actual length of service is 15 years, but in terms of length of service it is equal to 22.5 years, since for all 15 years he worked in a position with preferential calculation of length of service. According to Art. 14 Federal Law 4468-1, the following rules apply to calculate a serviceman’s long-service pension:

  • For 20 or more years of service - 50% of the salary (allowance), for each year over - plus 3%. The total percentage cannot exceed 85.
  • At 25 calendar years, if at least 12 years of service in the army, Ministry of Internal Affairs, National Guard, Federal Drug Control Service, Federal Penitentiary Service - 50% of the salary, and for each year after 25 years - 1% additionally.

To correctly calculate length of service, it should be taken into account: if there are periods in the length of service when preferential calculation conditions did not apply, they must be written out separately.

In the future, when applying for a pension, not only length of service is taken into account, but also military rank, as well as position and salary during service. If a serviceman is disabled due to a general illness or injury received during the performance of duties, he is entitled to additional supplements to the old-age benefit.

In most cases, military personnel serve in those positions that are provided for by the unit’s staffing table, military departments and organizations. There are cases when a military man is assigned to serve in a government organization. In this situation, the position will not be military, but civilian.

Equal military post

Equal is a position for which the staffing table provides for a military rank equivalent to the previous position with the corresponding monthly salary (for example, senior warrant officer). Appointment to an equivalent position occurs for the following reasons:

  • when a business need arises;
  • during various regular organizational events;
  • if serving in a new position is more appropriate;
  • at the personal request of a contract soldier due to family circumstances;
  • due to deterioration of health or injury incompatible with the position held;
  • on a competitive basis (for contract employees).

It should be noted that the salaries of military personnel in Russia today are quite decent.

Lowest army post

A position for which the staffing table provides for a rank lower than that held in the previous position or a lower salary is considered a lower position. Appointment to a lower military position occurs in the following cases:

  • when it is not possible to appoint a serviceman to a senior or equivalent position in the course of regular organizational activities;
  • due to family circumstances;
  • due to the state of health of the person performing military service;
  • by personal request (for military personnel serving under a contract);
  • when a disciplinary sanction is applied to a military personnel.

How to get my position back?

A serviceman demoted due to disciplinary action can regain his top position only after the punishment is annulled.
If a serviceman is under arrest, it is not possible to obtain a top position. As a rule, restriction of military service as a result of a crime committed leads to transfer to another unit. This decision is made by the court that heard the case. The tariff schedule for contract military personnel is somewhat different.

Military allowances

Being a military man in our country is certainly prestigious. This nuance became especially noticeable with the increase in salaries for military personnel, which happened a couple of years ago. The profession is gaining increasing respect from citizens and the state as a whole. More and more people are coming into military affairs and their number is growing steadily.

To ensure that this process does not slow down, much less stop, the state is required to provide decent social and material support for the military sphere. Military personnel serving under contract do not receive so-called monetary allowances. Obtaining the latter is regulated by federal law.

What does it consist of?

The monetary allowance consists of three parts:

  1. Fixed military salary, depending on the position held and military rank.
  2. A bonus received every month as a reward for quality service. It is about 25 percent of the fixed salary.
  3. Salary bonuses for services to the fatherland and for service in dangerous conditions. They can be up to 40 percent of the basic salary.

Salaries are currently determined by a law adopted in 2011. Thus, minimum salaries were established for citizens who had not previously served in the army and amounted to 17 thousand rubles for privates and 20 thousand rubles for previously trained (sergeants). As the rank increases, the salary also increases, the maximum of which is considered to be 50 thousand rubles. Many people say that the unit commander earns quite well.

How is the tariff schedule compiled?

The military tariff schedule is compiled based on the following factors: length of service, annual financial assistance, allowance for service in “hot spots”, as well as for difficult conditions related to climate (if we are talking about service in the Far North).

Calculation of monetary allowance is made using a special calculator. Moreover, the calculator is publicly available. Anyone can calculate their future salary; it is enough just to know the salary for the military position of a serviceman (the table is presented).

Indexation of military pay

The state indexes military pay annually. At least that's how it should have been. However, due to the economic crisis in the country in 2016, indexation was not carried out. Funds for the military are allocated exclusively from the state budget and cannot be increased at the expense of regional funds.

For 2017, indexation was predicted to be at least at the level of official inflation. However, these intentions were not realized and military salaries were not indexed. We can only hope that annual indexations will be resumed in the future. The President has repeatedly spoken about the state's interest in a strong and powerful army and qualified military personnel. Therefore, most likely, the salary of the military will continue to increase, as will the opportunities for obtaining higher qualifications.

Social benefits

However, the allowance of the military is not limited only to cash. They are also provided with social benefits that are closed to other categories of citizens. The state provides the military with food, clothing and housing. The retirement age for military personnel is significantly lower than for everyone else. There are other benefits:

  • military mortgages provided to military families at very low interest rates;
  • free treatment in military medical hospitals;
  • compensation for travel by rail during vacation;
  • Contract employees receive life insurance for the entire period of service. The family will receive compensation.
