3. Any form of intravascular manipulation with blood or its components by physical or chemical methods

Comments on class S1.1b:

If any of the anabolic androgenic steroids can be produced endogenously (naturally), then the Sample will be considered to contain a prohibited substance and the Analytical Finding will be Adverse if the concentration of the prohibited substance or its metabolites or markers and/or their respective ratios in the Athlete's Sample are outside the limits normal values ​​found in humans and corresponding to normal endogenous production by the body. Under no circumstances will a Sample be considered to contain a Prohibited Substance if the Athlete establishes that the concentrations of the Prohibited Substance or its metabolites or markers and/or their respective ratios in the Athlete's Sample may be due to a pathological or physiological condition.

In all cases and at all concentrations, the Athlete's Sample will be considered to contain a Prohibited Substance and the laboratory will report an Adverse Analytical Finding if, based on any reliable analytical method (for example, IRMS – Isotope Ratio Mass Spectrometry), it can demonstrate that the Prohibited Substance is origin. In such cases, no further investigation is carried out.

If concentrations or ratios do not exceed normal human values ​​and reliable analytical methods (such as IRMS) do not reveal an exogenous origin of the substances, but there are strong data, such as comparison of endogenous steroid profiles, indicating the possible use of a prohibited substance, or the laboratory reports a ratio testosterone to epitestosterone (T/E) concentrations greater than four (4) to one (1), and reliable methods of analysis (e.g. IRMS) have not shown an exogenous origin of the substance, then further studies should be conducted by the Anti-Doping Organization by comparison with the results of previous testing or conducting subsequent tests.

When further investigations are needed, the test result obtained from the laboratory is declared atypical rather than adverse. If the laboratory reports that additional reliable methods of analysis (eg IRMS) have identified the exogenous origin of the Prohibited Substance, then no further investigation is required and the Sample will be considered to contain that Prohibited Substance. When additional reliable analytical methods (e.g. IRMS) have not been applied and the results of at least three previous tests are not known, then further long-term studies of the athlete profile through at least three unannounced (unannounced) tests within three consecutive months must be conducted by the appropriate Anti-Doping Organization . The result that triggered this long-term study is declared atypical. If the athlete's profile, as determined by long-term studies, is not physiologically normal, then the result will be declared unfavorable.

In extremely rare individual cases, the urine may contain endogenous boldenone in very low concentrations (several nanograms per milliliter (ng / ml)). If the laboratory reports such a case, and the use of any reliable analytical methods (for example, IRMS) does not reveal the exogenous origin of the substance, then further investigation can be carried out by conducting additional tests.

If a laboratory reports the detection of 19-norandrosterone, the test result will be considered an adverse test result, as the detection of this substance is scientifically substantiated confirmation of the exogenous origin of the prohibited substance. In such cases, no further investigation is carried out.

If the Athlete refuses to cooperate during the course of the study, the Athlete's Sample will be considered to contain a Prohibited Substance.

2. Other anabolic agents (the list is not exhaustive):

2. Growth hormone (hGH), insulin-like growth factors (eg, IGF-1), mechanical growth factors (MGFs);

Comments on class S2:

Unless the Athlete establishes that the elevated concentration of a Substance is due to a physiological or pathological condition, the Sample will be considered to contain any of the Prohibited Substances listed above if the concentrations of the Prohibited Substances or their metabolites or markers and/or their respective ratios in the Athlete's Samples are outside the limits normal values ​​that are found in humans and correspond to normal endogenous production by the body.

If the laboratory reports, based on a reliable analytical method, that the Prohibited Substance is of exogenous origin, then the Sample will be considered to contain a Prohibited Substance and will be declared an Adverse Analytical Finding.

S3. BETA-2 AGONISTS

All beta-2 agonists are prohibited, including their D- and L-isomers.

Thus, formoterol, salbutamol, salmeterol and terbutaline, when administered by inhalation, require a Therapeutic Use Exemption in accordance with the International Standard for Therapeutic Use Exemptions.

Regardless of whether or not a Therapeutic Use Exemption has been obtained, the presence of salbutamol in excess of 1000 ng/mL will be considered an Adverse Analytical Finding unless the Athlete can demonstrate, through a controlled pharmacokinetic study, that the finding is due to the use of therapeutic doses of salbutamol by inhalation.

S4. HORMONAL ANTAGONISTS AND MODULATORS

The following classes are prohibited:

1. Aromatase inhibitors, including but not limited to: anastrozole, letrozole, aminoglutethimide, exemestane, formestane, testolactone.

2. Selective estrogen receptor modulators (SERMs), including but not limited to these substances: raloxifene, tamoxifen, toremifene.

3. Other antiestrogenic substances, including but not limited to: clomiphene, cyclophenyl, fulvestrant.

4. Myostatin function altering agents, including but not limited to myostatin inhibitors.

S5. DIURETICS AND OTHER MASKING AGENTS

Masking agents are prohibited. These include:

Diuretics, probenecid, plasma expanders (eg, intravenous albumin, dextran, hydroxyethyl starch, and mannitol)
and other substances with similar biological effects.

MZ. GENE DOPING

The transfer of cells or genetically significant elements or the use of cells, genetically significant elements or pharmacological agents that modulate (alter) the expression of genes that can improve athletic performance is prohibited.

Prohibited List 2009

Summary of major changes and clarifications

Introduction
- Article 4.2.2 of the 2009 World Anti-Doping Code states: “All Prohibited Substances, with the exception of substances of the class of anabolic agents and hormones, as well as stimulant substances, specified in the Prohibited List, will be considered “specified” substances for the purposes of Article 10 (Sanctions athletes in individual sports). Prohibited methods will not be treated as special substances.”
These changes are reflected in the Prohibited List by introducing the following phrase: "All Prohibited Substances are considered as 'Specified Substances' with the exception of substances listed in classes S1, S2, S4.4, S6.a and in the section of Prohibited Methods in classes M1, M2 and M3.

SUBSTANCES AND METHODS PROHIBITED AT ALL TIME (BOTH IN-COMPETITIVE AND OUT OF-COMPETITIVE)

S1. Anabolic agents
1- Anabolic androgenic steroids
- The prostanazole nomenclature has been changed to 17β-hydroxy-5α-androsta pyrazole to better meet the requirements of the International Union of Fine and Applied Chemistry (IUPAC).
- Epitestosterone has been moved from section S5 (diuretics and other masking agents) to section S1 (anabolic agents and endogenous anabolic androgenic agents), as this substance belongs to the testosterone isomer. Thus, epitestosterone will retain its status as a non-specific substance when deciding whether to impose sanctions.
- In accordance with the format of the World Anti-Doping Code, the classification of atypical endogenous AAS results has been moved to the commentary category.

S2. Hormones and similar substances
- To reflect the heterogeneity of new types of EPO-like substances in development, the term "erythropoietin" is replaced by the phrase "agents that stimulate erythropoiesis".
- HCG and LH are clearly labeled as gonadotropins, which are prohibited in men.
- The explanation at the end of this section has been converted into a commentary, taking into account the format of the World Anti-Doping Code.

S3. Beta-2 agonists

- According to the new edition of the International Standard for Therapeutic Use Exemptions, use of inhaled forms of formatrol, salbutamol, salmeterol and terbutaline requires a Therapeutic Use Exemption.
- If salbutamol concentrations exceeding 1000 ng/L are detected in the urine sample, this fact will be classified as a negative test result until such time as the athlete can prove using a controlled pharmacokinetic study that the abnormal result is a consequence of the use of a therapeutic dose of inhalation form of salbtamol. A controlled pharmacokinetic study should be performed in a hospital setting or a specialized medical center for the control of this medical condition, where the prescribed dose can be clearly monitored and the analysis procedure is clearly documented.

S5. Diuretics and other masking agents
- As stated above, epitestosterone has been moved to section S1.
- Alpha reductase inhibitors are no longer classified as prohibited substances. A detailed study of steroid profiles has proved the ineffectiveness of their use as masking agents.

The phrase “intravenous administration” now precedes examples indicating agents that increase plasma volume - albumin, dextran, hydroxyethyl starch, to emphasize the fact that these substances are prohibited only when administered by this route; mannitol added as an example; use of the inhaled form of mannitol is allowed, for example, when conducting a provocative test for asthma.

It was stated that the inhibitors of carbonic anhydrase - dorzalomide and brinzolamide when locally injected into the eyeball - are not prohibited. The logical explanation for this exception is that these drugs do not show a diuretic effect when applied topically.

Prohibited Methods

M2. Chemical and physical manipulations
- Intravenous infusions are prohibited and therefore require a Therapeutic Use Exemption except for surgery, emergency medical care or clinical examination. The purpose of this section is to prohibit the use of hemodilution, overhydration, and the administration of prohibited substances by intravenous infusion. Intravenous infusion is defined as the process of delivering fluids through a vein using a needle or similar device. The following are non-prohibited, medically justified and medically permitted cases of performing intravenous infusions:

1. Emergency cases, including resuscitation;
2. Blood transfusion resulting from blood loss;
3. Carrying out surgical interventions;
4. The introduction of drugs and fluids, when other routes of administration are not possible (for example, incessant vomiting) according to generally accepted medical practice, carrying out induced dehydration in special cases.
Performing injections using a conventional syringe is not prohibited if the injected substance is not prohibited, and the volume of the administered drug does not exceed 50 ml.

M3. Gene doping
- The definition of "gene doping" has been changed to better reflect the technological possibilities in this area.
- Taking into account the latest scientific data, agonists of the peroxime proliferating activated delta receptor and axis agonists of AMP activated protein kinase have been added to the list.

Substances and methods prohibited during the competition

S6. Stimulants
- Subject to Article 4.2.2 of the new edition of the Code, the Ranking Committee has identified all stimulants listed on the 2008 Prohibited List as either specific or non-specific. The facts were taken into account that there is a possibility of applying for permission for therapeutic use and their pharmacological properties, which can improve sports performance, harm health, their widespread use in the form of components of commercially available drugs, legal availability on the market, illegal use, legal/controlled status, precedent and potential abuse in sports practice, transition to amphetamine and/or methamphetamine phase. All non-specific stimulants are listed in section S6.a, while a list of examples of specific stimulants is included in section S6.b.
- Prior to the decision and re-listing of pseudoephedrine, it was determined that additional information and research was required to investigate the effect of this substance. Thus, pseudoephedrine remains in the monitoring program.

S9. Glucocorticosteroids
- In accordance with the provisions of the 2009 Code, references to the abbreviated TI have been removed.
- In accordance with the International Standard for Therapeutic Use Exemptions, an athlete must complete a declaration on the use of glucocorticosteroids for intraarticular, periarticular, intraligamentous, epidural, intradermal and inhalation routes of administration.
- A TUE or declaration is not required for topical use of glucocorticosteroids.

Substances prohibited in certain sports

P1. Alcohol
- For all International Federations, the doping threshold in blood and in exhaled air has been harmonized, which is 0.1 g / liter.
- At the request of the International Bowling Federation (FIQ), nine-pin bowling is included. The WADA sequencing committee also included ten pin bowling as it is represented by the FIQ.

P2. Beta blockers
- At the request of the International Bowling Federation (FIQ), the name of the nine-pin bowling has been corrected. The WADA Ranking Committee also included 10-pin bowling in this category, as this discipline is represented by the FIQ.
- At the request of the International Golf Federation, beta-blockers are prohibited in the discipline of golf.

Special Substances

This section has been excluded, since the definition of “special substances” has changed in the new version of the Code. A distinction has been made between "specified substances" and "prohibited substances", which are now included in the aquatic part.

The substances listed below were included in the monitoring program for 2009:
1. Stimulants, in-competition only: bupropion, caffeine, phenylephrine, phenylpropanolamine, pipradol, pseudoephedrine, synephrine.
