A letter of gratitude from the Moscow Regional Duma (hereinafter referred to as a letter of gratitude) is a form of encouragement for citizens, work collectives, and organizations for services to the Moscow region.

1. A letter of gratitude can be awarded to citizens, labor collectives and organizations operating in the territory of the Moscow Region, as well as citizens, labor collectives and organizations of other constituent entities of the Russian Federation.

2. The grounds for awarding a Letter of Gratitude are:

Labor and production achievements, contribution to the development of physical education, sports and tourism;

Significant contribution to the implementation of state programs for the socio-economic development of the Moscow region;

Making donations for social support of low-income citizens, construction and reconstruction of hospitals, schools, cultural and sports centers and other socially important objects and cultural monuments of the Moscow region;

Success in organizing business activities;

3. Deputies of the Moscow Regional Duma, officials of government bodies of the Moscow region, government bodies of the Moscow region, heads of territorial bodies of federal executive bodies in the Moscow region, as well as heads of municipal districts of the Moscow region can apply to the Moscow Regional Duma for awarding a Letter of Gratitude and urban districts of the Moscow region, chairmen of the Councils of Deputies of municipal districts of the Moscow region and urban districts of the Moscow region (hereinafter referred to as the initiator of the award).

The petition for awarding a Letter of Gratitude must contain the rationale for the nomination for the award and a proposal for the date and place of its delivery to the recipient.

The application for awarding a Letter of Appreciation shall be accompanied by a submission of the approved form.

The application for awarding a Letter of Gratitude is sent to the Moscow Regional Duma no later than 10 days before the expected date of delivery.

During a calendar year, at the request of each of the initiators of the award specified in paragraph one of clause 3 of these Regulations, no more than 50 citizens and work collectives in total can be awarded a Letter of Gratitude.

4. The Chairman of the Moscow Regional Duma forwards the application for awarding a Letter of Gratitude to the Award Commission (hereinafter referred to as the Commission) for consideration.

The commission reviews the submitted documents within 14 days and makes a decision to support or reject the application for awarding a Letter of Appreciation. The decision of the Commission and the corresponding draft order of the Chairman of the Moscow Regional Duma are sent to the Chairman of the Moscow Regional Duma.

5. The Department of External Relations, Protocol and Awards of the Moscow Regional Duma, on the basis of the order of the Chairman of the Moscow Regional Duma on awarding a Letter of Gratitude, draws up the relevant documents, keeps records, registers the recipients and monitors its delivery.

6. Awarding a Letter of Gratitude may be refused in the following cases:

absence of the grounds specified in paragraph 2 of these Regulations;

7. The letter of gratitude is signed by the Chairman of the Moscow Regional Duma, certified with the official seal and placed in a frame.

8. The date and place of presentation of the Letter of Gratitude are determined by the Chairman of the Moscow Regional Duma, taking into account the proposals of the initiator of the award.

The Letter of Gratitude is presented by the Chairman of the Moscow Regional Duma or, on his behalf, by the First Deputy Chairman of the Moscow Regional Duma, Deputy Chairman of the Moscow Regional Duma or a deputy of the Moscow Regional Duma in the Moscow Regional Duma or directly in government bodies of the Moscow region, in government bodies of the Moscow region, in local self-government of municipalities of the Moscow region, in work collectives and organizations in a solemn atmosphere.

8.1. Repeated awarding of a Letter of Appreciation can be made no earlier than two years from the date of the previous award of a Letter of Appreciation.

Awarding other awards of the Moscow Regional Duma can be made no earlier than two years from the date of the previous award of the Moscow Regional Duma.

The Chairman of the Moscow Regional Duma, at the proposal of the Commission, in exceptional cases, may decide to award other awards of the Moscow Regional Duma before the expiration of two years from the date of the previous award of the Moscow Regional Duma.

9. If the Thank You Letter is lost, a duplicate will not be issued.

The basis for submitting a petition is an appeal received by the deputy from state authorities, local self-government of municipalities of the Yaroslavl region, labor collectives and organizations of all forms of ownership. The said appeal is attached to the petition.

A petition for reward with a letter of gratitude for a person who does not have a place of work on the date of filing the application, or a person nominated for reward for merits not related to his work activity, can be submitted to the Yaroslavl Regional Duma also by a deputy of the Yaroslavl Regional Duma on personal initiative.

The application for promotion must contain a full indication of the surname, first name, patronymic, position of the person being promoted and the rationale for nominating him for promotion, as well as the expected date of delivery of the Letter of Appreciation.

Simultaneously with the submission of the text of the petition to the Yaroslavl Regional Duma, the deputy submits an electronic copy of it in Microsoft Word format.

4. The request for encouragement with a letter of gratitude is approved by the chairman of the Yaroslavl Regional Duma Committee on Deputy Activities, Law and Order and Information Policy, followed by a decision being made at a committee meeting.

5. The letter of gratitude is signed by the chairman of the Yaroslavl Regional Duma, and in his absence - by one of the deputy chairmen of the Yaroslavl Regional Duma.

5.1. During a calendar year, no more than twenty persons can be rewarded with a letter of gratitude at the request of a deputy of the Yaroslavl Regional Duma. The number of persons rewarded with a letter of gratitude at the request of the Chairman of the Yaroslavl Regional Duma is not limited.

6. The Letter of Gratitude is presented by the chairman of the Yaroslavl Regional Duma, deputy chairmen of the Yaroslavl Regional Duma, deputies of the Yaroslavl Regional Duma, chairmen of representative bodies of municipalities.

7. A person encouraged by a Letter of Gratitude may be nominated for re-encouragement no earlier than after the expiration of the term of office of the convocation of the Yaroslavl Regional Duma, during the period of activity of which the specified person was encouraged by a Letter of Gratitude.

8. The preparation of the Letter of Gratitude, its issuance, accounting and registration of those rewarded with a Letter of Gratitude are carried out by employees of the organizational department of the apparatus of the Yaroslavl Regional Duma, assigned to the Yaroslavl Regional Duma Committee on Deputy Activities, Law and Order and Information Policy.
