Thus, starting from 2010, the Yamal-Nenets Autonomous Okrug has become a kind of “state within a state.” On the territory of which the Laws of the Russian Federation do not work, but the “Laws” of the feudal principles of the Middle Ages work successfully, when the majority of the population serves the interests of a few “rulers”. This is the difference between the Yamal-Nenets Autonomous Okrug and other regions, where there is also corruption, arbitrariness of officials, nepotism and numerous schemes for “cutting” budgets. But there, at least partially, the laws of the Russian Federation apply, which periodically make it possible to hold their violators accountable, regardless of person or position.

In the Yamal-Nenets Autonomous Okrug this is practically excluded, at least in relation to top officials and their immediate circle. This, in particular, is evidenced by the report of the district prosecutor's office on measures to monitor the implementation of the program for relocation from dilapidated housing. In the district, it failed - officials did not meet the federal requirements by the end of 2017. But there were many complaints about the quality of construction of the already erected and occupied houses. Meanwhile, 7 billion 215 million rubles have already been spent on the implementation of the program for relocation from dilapidated housing in the district in 2017 alone.

The resettlement program in the district failed to meet the deadline and its implementation was postponed to 2018, which is not surprising given such volumes of theft. It is also not surprising that officials requested 19 billion rubles to fine-tune it in additional time. But the general conclusion of the district prosecutor’s office, made on the basis of an “analysis of data on the implementation of the program for relocation from dilapidated housing” on January 19, 2018, looks, oddly enough, as follows:

“The region’s obligations under the program by the Housing and Communal Services Reform Assistance Fund have been recognized as fulfilled. Currently, prosecutors are monitoring the demolition of abandoned emergency houses and the implementation of measures to prepare a new program for the resettlement of citizens from emergency housing, recognized as such after 01/01/2012,” according to the website of the Mangazeya news agency in the “official news” section.

There is no doubt that these conclusions were made under the general leadership of prosecutor Alexander Gerasimenko, who, despite all his “advantages,” generally has special feelings for the construction industry. And, apparently, he participates in this business as a beneficiary. The company "AsvTehstroy", registered in Moscow on the street. Marshala Katukov 24-6, belongs to his son Vladimir Aleksandrovich Gerasimenko, and carries out all the “tasty” orders for the construction and renovation of Governor Kobylkin’s residences. The last government contract of the AsvTekhstroy company was concluded with the State Institution of the Yamalo-Nenets Autonomous Okrug "Hotel and Transport Complex "Yamalsky", which is the second "Distant" residence of Governor Kobylkin. The issue price is almost 100 million rubles. For a company with an authorized capital of 10 thousand rubles, and shares of co-founders V. N. Novikov of 3 thousand 330 rubles, V. G. Selikhov with his 3 thousand 330 rubles and A. N. Novikov with 3 thousand 340 rubles - the success is simply amazing . But being “the son of such a father” in Yamal is quite understandable.

Construction business of prosecutor Gerasimenko

Meanwhile, there are construction projects in Salekhard that Alexander Gerasimenko personally “looks after”, obviously having a direct connection to their implementation, but not as the father of the owner of the construction company, but as the district prosecutor. Here again there are signs of a “feudal” vision of the surrounding reality and attitude towards it. In Salekhard, another object - a hotel - was strangely attached to the building where the prosecutor's office is located in the Yamal-Nenets Autonomous Okrug. It would seem - what does the main supervisory agency of a federal district have to do with the commercial structure “hotel”? It turns out that the most direct thing is that the Yamal-Nenets Autonomous Okrug prosecutor Alexander Gerasimenko simply ordered the Spetsstroyinvest company to build this facility at its own expense.

By the way, this is not the only hotel that Yamal officials have turned into a commercial project. For example, in the villages of Muzhi, the departmental hotel of the administration has been serving clients at commercial rates since 2016, and is not shy. For example, a “Lux” room there costs 7 thousand rubles per day, a single room costs 5,000 rubles, and a place in a double room costs 3,000 rubles. Live - I don’t want to. In total, the hotel has 12 comfortable rooms, and in the near future there are plans to equip a sauna and a cafe there. Considering that the main clients are, again, officials who pay for services from travel allowances, one can see another side scheme for “cutting” budgets.

About a dozen companies with this name are registered in the Urals Federal District. But one of them, Spetsstroyinvest LLC, is registered on the territory of the Yamalo-Nenets Autonomous Okrug in the village of Seyakha on Geofizikov Street, building 10. It is headed by someone Kozhaev Valery Mikhailovich with a share in the total authorized capital of 3 million 333 thousand rubles. The authorized capital is 10 million rubles. Well, the company’s income, through the efforts of prosecutor Gerasimenko, over the last period reaches almost one and a half billion rubles. The company participated in 136 government procurements and won all of them. The total amount of government orders amounted to 8 billion 586 million 921 thousand 057 rubles. The main customer is the State Treasury Institution “Directorate of Capital Construction and Investment of the Yamalo-Nenets Autonomous Okrug”.

Who is “oppressed” by prosecutor Gerasimenko in Yamal?

The construction of the “prosecutor’s hotel” was preceded by the following events - as a source of the First Anti-Corruption Media reports, one fine day the prosecutor of the Yamal-Nenets Autonomous Okrug, Alexander Gerasimenko, personally appeared at the company’s office.

“Gerasimenko personally came and said that we must do the project ourselves, otherwise we will no longer win competitions for the construction of schools in the district,” the informant said.

According to the documents, the construction was completed in less than a year and the Department of Finance of the Yamal-Nenets Autonomous Okrug paid 89 million 994 thousand 271 rubles for the strange object. At the same time, Spetsstroyinvest hired subcontractors to perform the work with whom it did not pay. Such practices in the work of this company, “protected” by prosecutor Gerasimenko, are not new. One of the subcontractors, who did not receive the promised 13 million rubles at another facility, tried to sue, but Gerasimenko called him and promised to open a criminal case on the facts of “fraud.” Entrepreneur Trofimchuk never received the money.

But the Spetsstroyinvest company received another contract, but for the construction of the building of the prosecutor's office of the Yamal-Nenets Autonomous Okrug for 515 million rubles. As it turned out later as a result of the PASMI investigation, confirmed by photographs from space posted in the Google Earth database, this is the same building, but registered at different addresses. That is, the company received budget money twice for the construction of the same facility. In addition, the selection of the contractor was carried out in gross violations of the law.

PASMI: “And now we will repeat again, in more detail: there is only one building in the photograph. Local residents claim that it was built back in 2015. And according to the documents on the government procurement website, there are two procurements - one at B. Knunyantsa, 5, the second at Vostochnaya, 19. And the money for its construction, accordingly, was also paid twice: 95 million in 2014 and 511 million in 2016,” the publication reports, but neither the Yamal-Nenets Autonomous Okrug nor the Prosecutor General’s Office pay attention to this.

In this we see another example of brazen theft organized by Governor Kobylkin and his subordinates under the “roof” of prosecutor Gerasimenko, who has strong connections in the department of Yuri Chaika.

The head of the supervisory agency of the Autonomous Okrug, Alexander Gerasimenko, continues to conduct inspections of the companies of local businessman Oleg Sitnikov, even after receiving a reprimand from the head of the agency due to their illegality

I met a businessman from Novy Urengoy, Oleg Sitnikov, head of the Rosneftegaz Corporation, a year ago, at the 20th economic forum in St. Petersburg. I was interested in the story of Sitnikov, who was completely assassinated in September 2013. He was stabbed nineteen times and lost three liters of blood, but miraculously survived. The investigation into the criminal case of attempted murder is openly stalled. But the pressure on Sitnikov’s own enterprises from regulatory authorities intensified.

Today it is no longer a secret to anyone that inspections of Oleg Sitnikov’s enterprises were organized by the prosecutor of the Yamalo-Nenets Autonomous District, Alexander Gerasimenko. There is documentary evidence - an order dated July 19, 2015, which came into my possession on one of my business trips to Novy Urengoy.

The order of the district prosecutor, which received publicity, attracted the attention of the Russian Prosecutor General's Office. An inspection was carried out in the Yamal-Nenets Autonomous Okrug, as a result of which the commission came to the conclusion that prosecutor Gerasimenko was clearly biased towards businessman Sitnikov. The Prosecutor General of Russia, Yuri Chaika, severely reprimanded the prosecutor of the Yamal-Nenets Autonomous Okrug. In the reasoning part of the reprimand order it is written in black and white: “Prosecutor of the Yamalo-Nenets Autonomous Okrug Gerasimenko A.V. for several years, inspections of the Sitnikov group of companies were initiated in the absence of legal grounds...” Yuri Chaika’s order also noted “gross violations of federal legislation” due to “improper performance of one’s official duties, a decrease in the demands and control over the work of subordinates on the part of the prosecutor of the Yamal-Nenets Autonomous Okrug Gerasimenko...” ( see “New”, No. 132 dated November 30, 2015 ).

In mid-June, the 21st economic forum took place in St. Petersburg, in which the head of Rosneftegaz Corporation Oleg Sitnikov again took part. On June 16, within the framework of the forum, a session was held at which the topic “Security for Business” was discussed. Russian Prosecutor General Yuri Chaika also spoke at the session. He reported on the supervisory agency’s fight against illegal inspections, saying that since the summer of 2015, the Prosecutor General’s Office has been maintaining an online register of business inspections, that over the course of a year, the prosecutor’s office saved entrepreneurs from almost 300 thousand visits from inspectors and protested almost 3 thousand illegal legal acts, in 2015 alone , according to Chaika, after prosecutorial protests, officials corrected 24 thousand documents. The Prosecutor General promised entrepreneurs that he would keep their complaints under personal control.

After the end of the “Security for Business” session, Oleg Sitnikov, as they say, took Yuri Chaika at his word and personally handed over to the Prosecutor General a statement about the pressure on his business, allegedly organized by the prosecutor of the Yamal-Nenets Autonomous Okrug Alexander Gerasimenko. And in words he spoke about the astronomical number of checks, and about how the criminal case about the attack on him, Sitnikov, was being conducted.

Chaika promised to sort it out. But either the proceedings dragged on, or the prosecutor’s office of the Yamal-Nenets Autonomous Okrug knows nothing about the fact that the Prosecutor General’s Office of Russia is fighting against illegal inspections, but already on June 22, three days after the end of the economic forum in St. Petersburg, another inspection came to Oleg Sitnikov’s enterprises. More than a hundred inspectors - from the tax, police, and other regulatory authorities - simultaneously arrived at almost all forty-four gas stations and bases that are part of the Rosneftegaz Corporation.

“Where did so many employees come from?” Sitnikov wonders. - When they made an attempt on my life, there was no one even to conduct an inspection of the crime scene...

There is one more point that causes surprise. The prosecutor's office of the Yamal-Nenets Autonomous Okrug itself has been in a fever lately. Seven employees were laid off in June alone. And these are not secretaries, cleaners or drivers. And, for example, department heads Nikita Shakhmatov, Alexey Naydenov, Elena Bazhenova...

At the same time, there are still many employees in the district prosecutor’s office who secretly support not their leader, but Sitnikov. How else can we explain that internal documents of the Yamal-Nenets Autonomous Okrug prosecutor’s office periodically become public?

It was one of the prosecutor’s office employees who recently sent me another “personal” order from Alexander Gerasimenko to inspect Oleg Sitnikov’s enterprises. The document is dated July 12. In it, the district prosecutor instructed the prosecutor of Novy Urengoy to involve police, tax, and Investigative Committee officers to inspect enterprises founded by Oleg Sitnikov. At the same time, the city prosecutor was instructed to analyze the materials of all previous inspections “to establish the grounds for filing claims for the recovery of unjust enrichment as a result of illegal actions.” At the same time, Gerasimenko gives a written order “...to immediately take measures to force bailiffs to seize and sell property”...

Interestingly, the prosecutor of the Yamalo-Nenets Autonomous Okrug already signed a “personal” document similar in content on the inspection of enterprises included in the Rosneftegaz Corporation on June 19, 2015. And it was this prosecutor’s “instruction” that became one of the grounds for issuing a severe reprimand to Alexander Gerasimenko from the Prosecutor General of Russia. Moreover, when this document became public and Oleg Sitnikov learned about it, the businessman filed an administrative claim with the Salekhard City Court, demanding that the actions of the Yamalo-Nenets Autonomous Okrug prosecutor be declared unfounded and illegal.

The Salekhard City Court of the Yamal-Nenets Autonomous Okrug agreed with the applicant’s arguments that the district prosecutor went beyond the scope of his official powers. And he made a decision in which he recognized the actions of the Yamalo-Nenets Autonomous Okrug prosecutor Alexander Gerasimenko as “...inconsistent with regulatory legal acts and violating the rights, freedoms and legitimate interests” of Oleg Sitnikov.

True, in the cassation instance the decision of the first instance court did not stand and was overturned. But - on a formal basis. It turned out that the decision of the Salekhard court was not signed by the judge who made it. Moreover, all certified copies of the decision bear the signature of the chairman of the city court. Moreover, when Sitnikov’s representatives got acquainted with the case materials, the judge’s signature was on the original decision. And the day before the hearing of the case, a representative of the prosecutor’s office got acquainted with the materials... ( For details, see “Novaya”, No. 55 dated May 25, 2016) Sitnikov appealed this decision, and now it is awaiting consideration in the next court instance.

And the confrontation between prosecutor Alexander Gerasimenko and businessman Oleg Sitnikov continues. And it must be said that it was not a tiny enterprise that was under prosecutorial pressure. Enterprises that are part of the Rosneftegaz Corporation paid more than 127 million rubles in taxes in 2015, about 14 million rubles were allocated to charity...

The head of Yamal, Dmitry Kobylkin, under the supervision of prosecutor Alexander Gerasimenko, withdrew at least 14 billion rubles from the region’s budget

PASMI has documents and data at its disposal confirming that in one of the richest regions of the country - the Yamalo-Nenets Autonomous Okrug, since 2011 Governor Dmitry Kobylkin is withdrawing funds from the budget. Help him with this District Attorney Alexander Gerasimenko and about two dozen more people, as well as owner of a large network of energy companies Artem Bikov.

In 2010, Dmitry Kobylkin became the governor of the Yamal-Nenets Autonomous Okrug. In 2011, he began putting his people in place. PASMI has already written about the creation of numerous investment funds, headed by people close to Kobylkin, and about the activities of these funds. But funds are only a part, and not the largest one, fraud with budget money.

Housing and communal services became the main source of income for the new governor

In August 2011, as part of attracting investment in the housing and communal services sector, Dmitry Kobylkin made STS Corporation, owned by Artem Bikov, a strategic partner of the district.

Bikov instructed the deputy general director of his company "Intertekhelectro - New Generation" to Mikhail Gilev create a company in Yamal "Yamalkommunenergo", which would become the main heating supplier in the district. The company was opened and began to operate, and in 2012, Mikhail Gilev headed the department for tariff policy, energy and housing and communal services of the Yamalo-Nenets Autonomous Okrug Administration. And almost immediately by Gilev's order there were in the area Hot water tariffs doubled. At the same time, the document (available to the editors) specifies preferential categories of individuals and legal entities who can pay for hot water at the old tariffs. Beneficiaries included all types of companies and citizens working and living in the district. Why then raise tariffs?

Then what Utilities began to receive compensation from the district budget for the difference in tariff. In 2012, this compensation began to be paid and amounted to only about six million rubles. These funds then went to Managing Director of Yamalkommunenergo company - OJSC "Tyumen Energy Alliance". This alliance has nothing to do with Tyumen. As well as to Russia. 100% owner is the company SKS Holding GMBH, registered in Austria, and its real owner is Artem Bikov, whom he so kindly invited to the district Dmitry Kobylkin.

The prosecutor covered the governor at the right moment, the deputies passed the necessary law, and we can continue. In 2015, compensation payments already amounted to 4.6 billion. In 2016 - 6 billion rubles. In 2017, at the end of the year, it will approach 8.5 billion rubles

IN 2013 the amount of the subsidy was already 831 million rubles. None of the local law enforcement officers had any questions regarding the payment of subsidies. And then the governor and his team stopped being shy.

In 2014 the district paid "compensation" in the amount 2.6 billion rubles. Moreover payment of subsidies fell on the shoulders of municipalities of the district. Representatives of Shuryshkarsky district contacted the prosecutor's office to dispute payments. The district prosecutor's office admitted that payments contradict the Budget Code Russian Federation. But here it comes into play intervened district attorney Alexander Gerasimenko and forced his subordinates from the area put the brakes on things.

The governor quickly got his bearings, decided that the Budget Code was not invented for him, and pushed it through the Legislative Assembly of the district law of December 1, 2014(available to the editors), according to which the payment of subsidies fell only on the district budget and did not concern municipalities.

The prosecutor covered the governor at the right moment, the deputies passed the necessary law, and we can continue. In 2015 compensation payments amounted to already 4.6 billion. In 2016 - 6 billion rubles. In 2017 by the end of the year will be close to 8.5 billion rubles. For comparison, the district allocated 2.1 billion rubles for education this year.

Documents that clearly illustrate this entire scheme are at the disposal of the editors. And she's not the only one in the arsenal Governor Kobylkin, his friend Prosecutor of the Yamal-Nenets Autonomous Okrug Alexander Gerasimenko and their teams. PASMI is already investigating the distribution of cash flows from the budget for subsidies Yamal Airlines owned by an entrepreneur close to the governor Vasily Kryuk. We are also collecting information about the allocation of budget funds for the construction of roads and housing in the district that go to companies directly related to Kobylkin.

Pocket prosecutor covers the governor

The governor is well protected from any complaints from within the district. This protection is provided to him by the prosecutor, with whom he and he “hunt poachers,” as Kobylkin himself said in an interview with PASMI. They are also connected by other joint projects, which we have already written about, including a contract for the construction and renovation of the governor’s residences, which the company received.

The prosecutor turns a blind eye to obvious violations of the law. Moreover, it closes tightly, because several such violations are immediately visible right from the windows of the prosecutor’s office building in Salekhard.

This is the embankment of the Shaitanka River, the reconstruction of which began in 2011. In 2012, authorities reported that the project would be completed in 2013. Initial the contract price was 3.29 billion rubles, but in the end estimated cost increased to 5.4 billion. In 2014 it was allocated 828 million rubles, in 2015 — 2.9 billion, in 2016 work was suspended, in 2017 it was already spent 1.5 billion. And the finish line is still far away.

From the prosecutor's window you can also see the new temple, or rather, not new anymore, because its construction began in 2013 and is still not finished. According to documents, this temple complex is paid for jointly by the district and Foundation "Cooperation of Yamal" However, the fund also receives money for construction from the district budget. Project cost - 4.8 billion rubles.


They also tried to collect money for the construction from the townspeople, offering each donor a “personalized brick” in the wall of the temple. But the townspeople were reluctant to hand over money. Salekhard already has its own temple, which suits everyone; people don’t see the need for a new one.

Alexander Gerasimenko I could easily see, without leaving work, another long-term construction project - a complex of buildings for the government of the Yamal-Nenets Autonomous Okrug. This project cost the district budget 6.8 billion rubles and is also far from finished.

If the district attorney decided to inspect the construction of a complex of government buildings, it would almost certainly would receive a bonus for success at work. Because construction is deliberately delayed. The reason for the delay is that the development company, from which the district administration rents several premises for its officials in Salekhard. They need somewhere to sit while the government building is being built.


The prosecutor is not interested in such trifles. He is not even interested in the hotel attached to the prosecutor's office building. And it’s clear why. As a source told PASMI in the company "Spetsstroyinvest", who built prosecutor's hotel, this project was paid for by the company itself. “Gerasimenko personally came and said that we must do the project ourselves, otherwise we will no longer win competitions for the construction of schools in the district,” our source said. For reference, Spetsstroyinvest company won competitions for the construction of schools, kindergartens and other structures by 7.3 billion rubles. The hotel was built for this Alexander Gerasimenko helped and is helping the company solve problems.

When Spetsstroyinvest decided not to pay to one of its contractors at another facility, and an angry businessman Vladimir Trofimchuk appealed to the district prosecutor's office to recover 13 unpaid millions, Alexander Gerasimenko almost opened a criminal case against Trofimchuk for “fraud.” The entrepreneur is still owed money.


The construction of the hotel is a good example of lawlessness and permissiveness. Work began in the summer of 2014, A auction and registration of all papers, including building permits, took place in October 2014 when construction was already completed. The government contract was signed on October 15, to this moment construction has already finished. Under this contract, the Department of Finance of the Yamal-Nenets Autonomous Okrug paid Spetsstroyservis on November 13 89,994,271 rubles and December 23, 2014 5,207,000 rubles. That is, the district paid for the prosecutor's hotel. But then things get even more interesting, because “Spetsstroyservice” did not build the hotel on its own, but by hiring a contractor, who did all the work. I completed it, but did not receive any money from Spetsstroyservis. The case went to trial, but ended in a settlement.

Complain to either the Prosecutor General's Office or the State Duma, they are all their own

As soon as those dissatisfied with the actions of the governor and his entourage appear, as soon as inquiries and complaints begin to flow, the district prosecutor stands as a wall in their way and they quietly and unansweredly grow mold somewhere in the bowels of the department. If requests and complaints go to the Prosecutor General's Office, then by an incredible coincidence they they go down to the district to the same Alexander Gerasimenko. And they also go to the table. Or inspections are carried out that “do not reveal any violations.”

During the entire period of Gerasimenko’s service in the district into his work only once intervened attorney general Yuri Chaika, and then after about it asked the Russian Prime Minister. Then to Addressed to Dmitry Medvedev Yamal entrepreneur Oleg Sitnikov, attacked by the subordinates of Alexander Gerasimenko ( Sitnikov’s company carried out more than 600 inspections per year). Medvedev asked Chaika to figure it out in a situation he imposed a penalty on Gerasimenko.

This is the only case when the Moscow authorities showed at least some interest in the affairs of the district prosecutor.

The only one, because in the General Prosecutor's Office itself, Alexander Gerasimenko and his partner Dmitry Kobylkin have strong cover.

The head of the main organizational and inspection department of the General Prosecutor's Office, Andrei Nekrasov, is an old friend of Gerasimenko. His department is engaged in... considering complaints and appeals from citizens, as well as inspections of the activities of local prosecutors.

Nekrasov and Gerasimenko worked as deputies at the beginning of the 2000s Prosecutor of the Tyumen region Ernest Valeev. In 2007, Valeev became Deputy Prosecutor General Yuri Chaika and helped Nekrasov move to work at the State Prosecutor's Office. Today Valeev, with whom Gerasimenko also has friendly relations, State Duma deputy and deputy chairman of the Committee on Security and Anti-Corruption.

It is quite likely that thanks to the efforts of Nekrasov and Valeev, the cases of Gerasimenko and Kobylkin in the district remain in the shadows. And the impunity of both regional figures only strengthens their self-confidence and increases the scale of lawlessness and theft.

Since Soviet times, power in Russia has been firmly associated with the law enforcement system, and one of the indicators of the degradation of the management system is the participation in corruption schemes of representatives of the prosecutor’s office, the Ministry of Internal Affairs, and the Investigative Committee. We continue to report on the role of the Yamal-Nenets Autonomous Okrug prosecutor Alexander Gerasimenko in the implementation of numerous corruption schemes in the district, thanks to which Dmitry Kobylkin’s officials manage to “launder” tens of billions of rubles. And the participation of the head of the supervisory department in these processes elevated to the status of “legal” such concepts as theft and corruption, which have become systemic in the district, since they are also ensured by regional legislative acts.

Gerasimenko’s “law” “what is the drawbar”...

In fact, in the Yamal-Nenets Autonomous Okrug a system of government structure that is completely new for modern Russia has been created and is being implemented, when all institutions of power from legislative and executive to supervisory and controlling perform one task - to ensure the enrichment of a narrow circle of people in power in the Yamal-Nenets Autonomous Okrug through the legitimation of theft schemes. Thus, starting from 2010, the Yamal-Nenets Autonomous Okrug has become a kind of “state within a state.” On the territory of which the Laws of the Russian Federation do not work, but the “Laws” of the feudal principles of the Middle Ages work successfully, when the majority of the population serves the interests of a few “rulers”.

This is the difference between the Yamal-Nenets Autonomous Okrug and other regions, where there is also corruption, arbitrariness of officials, nepotism and numerous schemes for “cutting” budgets. But there, at least partially, the laws of the Russian Federation apply, which periodically make it possible to hold their violators accountable, regardless of person or position.

In the Yamal-Nenets Autonomous Okrug this is practically excluded, at least in relation to top officials and their immediate circle. This, in particular, is evidenced by the report of the district prosecutor's office on measures to monitor the implementation of the program for relocation from dilapidated housing. In the district, it failed - officials did not meet the federal requirements by the end of 2017. But there were many complaints about the quality of construction of the already erected and occupied houses. Meanwhile, 7 billion 215 million rubles have already been spent on the implementation of the program for relocation from dilapidated housing in the district in 2017 alone.

The resettlement program in the district failed to meet the deadline and its implementation was postponed to 2018, which is not surprising given such volumes of theft. It is also not surprising that officials requested 19 billion rubles to fine-tune it in additional time. But the general conclusion of the district prosecutor’s office, made on the basis of an “analysis of data on the implementation of the program for relocation from dilapidated housing” on January 19, 2018, looks, oddly enough, as follows:

“The region’s obligations under the program by the Housing and Communal Services Reform Assistance Fund have been recognized as fulfilled. Currently, prosecutors are monitoring the demolition of abandoned emergency houses and the implementation of measures to prepare a new program for the resettlement of citizens from emergency housing, recognized as such after 01/01/2012,” according to the website of the Mangazeya news agency in the “official news” section.


There is no doubt that these conclusions were made under the general leadership of prosecutor Alexander Gerasimenko, who, despite all his “advantages,” generally has special feelings for the construction industry. And, apparently, he participates in this business as a beneficiary. The company "AsvTehstroy", registered in Moscow on the street. Marshala Katukov 24-6, belongs to his son Vladimir Aleksandrovich Gerasimenko, and carries out all the “tasty” orders for the construction and renovation of the residences of Governor Kobylkin. The last government contract of the AsvTekhstroy company was concluded with the State Institution of the Yamalo-Nenets Autonomous Okrug "Hotel and Transport Complex "Yamalsky", which is the second "Distant" residence of Governor Kobylkin. The issue price is almost 100 million rubles. For a company with an authorized capital of 10 thousand rubles, and shares of co-founders V. N. Novikov of 3 thousand 330 rubles, V. G. Selikhov with his 3 thousand 330 rubles and A. N. Novikov with 3 thousand 340 rubles - the success is simply amazing . But being “the son of such a father” in Yamal is quite understandable.

Construction business of prosecutor Gerasimenko

Meanwhile, there are construction projects in Salekhard that Alexander Gerasimenko personally “looks after”, obviously having a direct connection to their implementation, but not as the father of the owner of the construction company, but as the district prosecutor. Here again there are signs of a “feudal” vision of the surrounding reality and attitude towards it. In Salekhard, another object - a hotel - was strangely attached to the building where the prosecutor's office is located in the Yamal-Nenets Autonomous Okrug. It would seem - what does the main supervisory agency of a federal district have to do with the commercial structure “hotel”? It turns out that the most direct thing is that the Yamal-Nenets Autonomous Okrug prosecutor Alexander Gerasimenko simply ordered the Spetsstroyinvest company to build this facility at its own expense.

By the way, this is not the only hotel that Yamal officials have turned into a commercial project. For example, in the villages of Muzhi, the departmental hotel of the administration has been serving clients at commercial rates since 2016, and is not shy. For example, a “Lux” room there costs 7 thousand rubles per day, a single room costs 5,000 rubles, and a place in a double room costs 3,000 rubles. Live - I don’t want to. In total, the hotel has 12 comfortable rooms, and in the near future there are plans to equip a sauna and a cafe there. Considering that the main clients are, again, officials who pay for services from travel allowances, one can see another side scheme for “cutting” budgets.

About a dozen companies with this name are registered in the Urals Federal District. But one of them, Spetsstroyinvest LLC, is registered on the territory of the Yamalo-Nenets Autonomous Okrug in the village of Seyakha on Geofizikov Street, building 10. It is headed by someone Kozhaev Valery Mikhailovich with a share in the total authorized capital of 3 million 333 thousand rubles. The authorized capital is 10 million rubles. Well, the company’s income, through the efforts of prosecutor Gerasimenko, over the last period reaches almost one and a half billion rubles. The company participated in 136 government procurements and won all of them. The total amount of government orders amounted to 8 billion 586 million 921 thousand 057 rubles. The main customer is the State Treasury Institution “Directorate of Capital Construction and Investment of the Yamalo-Nenets Autonomous Okrug”.

Who is “oppressed” by prosecutor Gerasimenko in Yamal?

The construction of the “prosecutor’s hotel” was preceded by the following events - as a source of the First Anti-Corruption Media reports, one fine day the prosecutor of the Yamal-Nenets Autonomous Okrug, Alexander Gerasimenko, personally appeared at the company’s office.

According to the documents, the construction was completed in less than a year and the Department of Finance of the Yamal-Nenets Autonomous Okrug paid 89 million 994 thousand 271 rubles for the strange object. At the same time, Spetsstroyinvest hired subcontractors to perform the work with whom it did not pay. Such practices in the work of this company, “protected” by prosecutor Gerasimenko, are not new. One of the subcontractors, who did not receive the promised 13 million rubles at another facility, tried to sue, but Gerasimenko called him and promised to open a criminal case on the facts of “fraud.” Entrepreneur Trofimchuk never received the money.

But the Spetsstroyinvest company received another contract, but for the construction of the building of the prosecutor's office of the Yamal-Nenets Autonomous Okrug for 515 million rubles. As it turned out later as a result of the PASMI investigation, confirmed by photographs from space posted in the Google Earth database, this is the same building, but registered at different addresses. That is, the company received budget money twice for the construction of the same facility. In addition, the selection of the contractor was carried out in gross violations of the law.

PASMI:“And now we will repeat again, in more detail: there is only one building in the photograph. Local residents claim that it was built back in 2015. And according to the documents on the government procurement website, there are two procurements - one at B. Knunyantsa, 5, the second at Vostochnaya, 19. And the money for its construction, accordingly, was also paid twice: 95 million in 2014 and 511 million in 2016,” the publication reports, but neither the Yamal-Nenets Autonomous Okrug nor the Prosecutor General’s Office pay attention to this.


In this we see another example of brazen theft organized by Governor Kobylkin and his subordinates under the “roof” of prosecutor Gerasimenko, who has strong connections in the department of Yuri Chaika.
